BROWNS FERRY NUCLEAR PLANT, UNITS

R00080 AND R00082)

By letter dated August. 2, 1988, as clarified by letter dated July 13, 1989, the Tennessee Valley Authority (TVA) submitted a request to amend Technical Specifi-cation (TS) Table 3.7.A, "Containment Isolation Valves" for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3.

TVA's request was subsequently approved for Unit 2 only by Amendment Number 193 to Facility Operating License No.

DPR-52, as trans-mitted by letter dated March 22, 1991.

In the safety evaluation (SE) enclosed in Amendment 193, the staff evaluated the BFN Unit 2 primary containment isolation design and testing program for compliance with TMI Action Item II.E.4.2, General Design Criteria of 10 CFR 50, Appendix A, and Appendix J of 10 CFR 50.

Similar evaluations wi 11 be necessary by the staff for Units 1 and 3 prior to their respective restarts.

By letter dated June 27, 1991, TVA formally notified the staff that it was with-drawing the proposed TS amendments for Units 1 and 3 mentioned above.

Based upon'he guidance provided in Generic Letter (GL) 91-08, TVA has decided to remove TS Table 3.7.A rather than revise it.

Consequently, the staff considers TVA's amend-ment request for Units 1 and 3 as withdrawn.

Enclosed is the Notice of Partial Withdrawal of an Amendment Request for the Facility Operating Licenses of Units 1 and 3 that the staff has filed with the Office of the Federal Register for publication in the next available issue of the Federal Register.
