UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 UNITS 1, 2, AND 3 DATED APRIL 15, 1988 TO NRC BULLETIN 87-002, "FASTENER TESTING TO.DETERMINE CONFORMANCE WITH APPLICABLE MATERIAL SPECIFICATIONS" 1.0

SUMMARY

OF ACTIONS REQUIRED TO BE TAKEN BY THE LICENSEE NRC Bulletin 87-002 requested information about receiving inspection and subsequent material controls. Licensees were to select safety-related and non-safety-related studs, bolts, cap screws and nuts from current stock and perform chemical, mechanical and hardness tests. Where known, licensees were to provide the names of the suppliers and manufacturers. Evaluations were needed for the fasteners that did not meet their material specifications.

Licensees were also to describe future actions relating to this issue.

2. 0 EVALUATION 2.1 Receiving Inspection and Subsequent Controls The Tennessee Valley Authority (TVA or the licensee) responded to Bulletin 87-002 by letter dated April 15, 1988. This response indicated that items are received and stored as QA Level I (basic component, not commercial grade), Level III (critical structure, systems and components), and Level 0 (other material).

The fasteners are given a receiving inspection appropriate to the applicable. quality level and this includes evidence of damage, identification markings, manufacturing documentation, coatings or preservation or desiccant~, cleanliness, dimensions, workmanship, and other special and source inspection requirements. Physical and chemical properties are verified by reviewing the certified material test report (CMTR) or material test report (MTR) as applicable.

Level III or CSSC material has identification to show specification, manufacturer's heat code, QA level and TVA Item Identification Code (TIIC).

The TIIC number is used for storage location and for ordering replacements.

Material is issued when a material issue request (MIR) Form 575 is submitted to Power Stores with the proper authorizations. This form provides material traceability from procurement to the point of installation. Nonconforming material is stored separately.

2.2 Selection, Testing and Results Fifty-eight safety-related and non-safety-related bolts, screws, studs and nuts were selected by the licensee from storage and this activity was audited by the NRC staff. It was observed that some manufacturers use one identification symbol on the studs and another on the nuts.

Fastener testing was performed by the licensee's Singleton Material.Engineering Laboratory and their Centrc. l Laboratory Systems.. The fastener supplier or r11anufacturer was.

With the following exceptions, all of the fasteners conformed to their material specifications:

1.

Two commercial grade 1/4 in. diameter screws did not have receiving inspection documentation, but were acceptable because they passed all of the requirements for their specification.

2.

Two commercial grade 1 in. diameter bolts had the identification marking of J429 Grade 5, but met the chemical, hardness and strength requirements of J429 Grade 5.2. They were accepted since the strength requirements were the same and the chemistry was adequate for potential applications.

3.

One ASME grade 3/4 in. diameter bolt was 5% below the minimum specified yield strength. This was not significant for the applications involved and was accepted.

The 22 nuts examined by the licensee met the specification requirements for chemistry and hardness but the mechanical tests were not performed since they were not required by the bulletin.

Two CSSC grade 1/2 in. diameter bolts met the tests required by their specifications, but were not marked to identify the name of the manufacturer.

This is acceptable because the manufacturer is not required to have an identification mark.

6.

Ten unmarked bolts were given partial examinations.

These bolts had been purged previously from Power Stores as part of the corrective action to CAQR BFP870244 and were stored in the Kelly Building prior to final disposition *. These bolts had not been used in the plant and their material specification and QA level were unknown.

Of interest were two bolts marked as high strength carbon *steel which were actually removed from'storage prior to final disposition; the staff does not consider them to be part of the bulletin response.

2.3 Future Actions The licensee concluded that the current receipt inspection and internal control practices were acceptable.

The licensee committed to an evaluation of in-stock safety-related bolting material to verify acceptability of existing stock with a May 1, 1989 completion date.

3.0 CONCLUSION

S The staff has evaluated the licensee's response to NRC Bulletin 87-02 and finds its acceptable.

Forty-eight fasteners were examined and found to either meet material specifications or be otherwise acceptable.
