REQUEST FOR ADDITIONAL INFORMATION LICENSE CHANGE REQUEST 88-15 SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 The following information is being provided to document a conversation with Mr. J. Stone, NRC Salem Licensing Project Manager, on February 2, 1989.

License Change Request (LCR) 88-15 submitted on December 31, 1988, requested redefinition of FULLY WITHDRAWN from 228 steps withdrawn to the range from 222 to 228 steps withdrawn.

The change in shutdown margin available_

decreases approximately 0.06 percent delta rho if rod insertion is started from 222 steps instead of 228 steps.

The current reload analysis calculates the shutdown margin for Unit 1 Cycle 8 to be 3.51 percent delta rho at beginning of cycle (BOC) and 2.55 percent delta rho at end of cycle (EOC).

For Unit 2 Cycle 5, the BOC shutdown margin is 2.48 percent delta rho and the EOC shutdown margin is 1.68 percent delta rho.

These calculations include the appropriate uncertainties and allowance for the most reactive rod stuck out.

The Technical Specification Limit for shutdown margin is 1.6 percent delta rho.

All future reload analysis will account for the shutdown margin available for the selected FULLY WITHDRAWN position for each cycle.

Therefore the requested redefinition of FULLY WITHDRAWN will not have a significant impact on plant operations and will not affect the Technical Specifications required minimum shutdown margin.
