REQUEST FOR AMENDMENT FACILITY OPERATING LICENSE DPR-70 AND DPR-75 SALEM GENERATING STATION UNITS NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 In accordance with the Atomic Energy Act of 1954, as amended, and the regulations thereunder, Public Service Electric and Gas Company (PSE&G) hereby transmits a request for amendment of Facility Operating License DPR-70 and DPR-75 for Salem Generating Station (SGS), Unit Nos. 1 and 2. In accordance with the requirements of 10CFR170.21, a check in the amount of $150.00 is enclosed. Pursuant to the requirements of 10CFR50.90(b) (1), a copy of this request has been sent to the State of New Jersey as indicated below.

The attached proposed change requests redefinition of FULLY WITHDRAWN to allow positioning of Rod Control Cluster Assemblies in a band between 222 and 228 steps when fully withdrawn from the reactor. This proposed change addresses a concern in Information Notice 87-19. Other changes are requested to clarify existing specifications and remove requirements that are no longer applicable.

Since the proposed changes are either administrative in that they clarify existing requirements or are similar to changes reviewed and approved for other plants, a significant amount of specialized technical review effort should not be required.

Therefore, PSE&G believes that the proposed changes can be classified as Category 2 changes.

Attachment 1 contains further discussion and justification for the proposed revisions. Attachment 2 is a markup of the existing Technical Specifications to reflect the as requested version of the specifications. Attachment 3 is a retype of the Technical Specifications to represent the proposed revision of these pages.

Attachment 4 is the safety evaluation supporting this proposed change.

Document Control Desk PSE&G currently plans to implement these changes during the next refueling outage for each Salem unit. Because of the potential impact on operations and the amount of procedural changes necessary to implement the proposed changes, PSE&G requests that, upon issuance, the amendments not be effective until the 8th refueling outage for Unit 1 and the 5th refueling outage for Unit 2. The currently scheduled starting dates for the refueling outages are April 1989 for Unit 1 and January 1990 for Unit 2.

This submittal includes one (1) signed original, including affidavit, and thirty-seven (37) copies pursuant to 10CFR50.4 (b) (2) (ii).
