In accordance with the requi~ements of 10CFR50.90, Public Service Electric and Gas Company (PSE&G) hereby transmits a request for amendment of Facility Operating Licenses DPR-70 and DPR-75-for Salem Unit Nos. 1 and 2. In accordance with the requirements of 10CFR170.21, a check for $150.00 is enclosed. A copy of this request has been sent to the state of New Jersey as indicated below.

The proposed changes request modification to the plant heatup and cooldown curves and the associated Bases Section. Attachment 1 includes a description, justification and significant hazards analysis for the proposed changes. Attachment 2 contains the current technical specification revised with pen and ink changes.

Attachment 3 contains the technical specification pages with the changes incorporated. Both Bases Sections are being replaced in their entirity for ease of review and continuity.

The proposed changes fall into two categories. The first change is administrative since it modifies the Bases Section to reflect Salem's compliance with Regulatory Guide 1.99, Revision 2. The second change is considered to be a change that constitutes an additional limitation to the Technical Specifications in that it modifies curves to reflect the latest test results performed to accepted methodology. Since these changes reflect current NRC guidance, a significant amount of technical review should not be

_ required. Therefore, PSE&G believes that these changes can be classified as a category 2 change.

This submittal includes one (1) signed original, including affidavit, a thirty-seven (37) copies pursuant to 10CFR50.4(b) (2) (ii).
