Public Service Electric and Gas Company Steven E. Miltenberger Public Service Electric and Gas Company P.O. Box 236, Hancocks Bridge, NJ 08038 609-339-4199 Vice President and Chief Nuclear Officer December 6, 1988 NLR-N88188 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 Gentlemen:

GENERIC LETTER 88-14; INSTRUMENT AIR SUPPLY SYSTEM SALEM AND HOPE CREEK GENERATING STATIONS DOCKET NOS. 50-272, 50-311 AND 50-354 The purpose of this letter is to document the agreement reached between Public Service Electric and Gas Company (PSE&G) and Messrs. J. Stone and G. Rivenbark of the NRC relative to extending the response submittal date for the subject Generic Letter. PSE&G requested the extension in order to integrate the requirements of Generic Letter 88-14 into a scheduled System Functional Review (SFR) which is to be conducted by PSE&G's Nuclear Safety Review Group. The SFR is a detailed evaluation of the various aspects of system design, operation, maintenance and testing. It also includes review of such "human factor~"

elements as training of personnel and system configuration to support proper operation. As such, the SFR will accomplish the majority of the.tasks delineated in Generic Letter 88-14.

By granting the extension, PSE&G will be able to satisfy Generic Letter 88-14 without disrupting the previously scheduled SFRs.

The extension will also allow PSE&G to avoid performing possibly redundant efforts in the areas of data retrieval, organization and project management.

The schedule for the.SFRs is as follows; Salem: November 14, 1988 - February 28, 1989 Hope Creek:. February 13, 1989 - May 31, 1989
