CLARIFICATION OF REQUEST FOR AMENDMENT FACILITY OPERATING LICENSES DPR-70 AND DPR-75 SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 In our letter of August 29, 1986, a license amendment request was submitted for Salem Generating Station, Unit Nos. 1 and 2 which addressed a proposed revision to Technical Specification 4.6.1.3 with regard to containment air lock surveillance requirements.
The letter referenced an exemption to 10CFR50, Appendix J, Section III.D.2(b) (ii) granted by the NRC Office of Nuclear Reactor Regulation (NRR) on June 19, 1986 as a technical basis for the license amendment request.
After further review of the 10CFR50, Appendix J exemption granted by NRR, PSE&G discovered that it did not adequately address the intent of the requested license change.
As such, PSE&G requested, via a letter dated March 13, 1987, that the exemption be amended to more accurately reflect the acceptability of certain portions of the requested license change.
A second exemption was subsequently granted by NRR on September 4, 1987 which satisfied this request.
The purpose of this letter is to formally document that both of the aforementioned 10CFR50, Appendix J, Section III.D.2(b) (ii) exemptions granted by NRR for Salem Units 1 and 2 (dated June 19, 1986 and September 4, 1987) should be considered as part of the technical basis for the proposed license change.
