10CFR50, APPENDIX R COMPLIANCE SALEM UNIT 2 DOCKET NO. 50-311 This letter addresses Unresolved Item 50-311/87-29-03 which concerns a schedule for implementing a comprehensive fire barrier penetration seal verification program. It is our intention to complete our program for both Unit 1 and Unit 2 of Salem Generating Station (Docket No. 50-272 and 311) by the end of 1989. A schedule showing key milestones for this program is attached.

As a result of our recognition in 1986 of the need for penetration seal review, a program was established at Salem Generating Station early in 1987 to:

0 Provide penetration seal numbering and identification.

0 Correlate existing penetration seals to typical installation details.

0 Correlate typical installation details to approved fire tests or evaluations.

0 Provide full documentation of installed seals.

0 Control future plant changes and repairs.

To date, the following activities have been completed under the program.

0 An extensive review of existing vendor documentation has been performed to establish a baseline for the remaining portions of the program. Reviewed documentation included vendor's field drawings, installation details, itemized penetration listings and specifications.

To aid in program development, an industry survey was performed to obtain information on other penetration seal programs and determine whether other utilities had concerns similar to those at Salem. Eighteen utilities which encompassed thirty-six nuclear facilities were surveyed.

0 A review of licensing commitments has been performed to assure that pertinent criteria are addressed.

0 A uniform Nuclear Department penetration seal numbering system has been created and a labeling program with associated hardware and software has been established.

0 A review of fire barrier separation criteria has been performed to confirm that fire area boundaries meet or exceed criteria or commitments.

0 A program has been established based on the methodology used in the Hope Creek Penetration Seal Program. Design change packages have been initiated to provide accurate design drawings and to verify that installed penetration seal configurations meet requirements. Procedures for project support have been drafted.

0 A database has been established for tracking the status of identified penetration seals.

Additionally, preliminary walkdowns have been initiated to verify the number and location of penetration seals in identified design drawings and to validate project procedures.

Personnel responsible for developing and implementing the Hope Creek Penetration Seal Project will be utilized for the Salem program.

We expect that a portion of the installed seals may require upgrading or replacement. The schedule for implementation of the full program reflects the anticipated scope of work.
