SERVICE WATER WELD OVERLAY REPAIRS SALEM GENERATING STATION UNIT NO. 2 DOCKET NO. 50-311 During a meeting with the NRC on December 4, 1986 and in a letter dated December 12, 1986, Public Service Electric and Gas Company (PSE&G) provided information to support pipe weld overlay repairs on the Salem Unit 2 service water system piping.

The NRC found this repair method to be acceptable as documented in their safety evaluation dated April 24, 1987.

The NRC stated in this safety evaluation that operation of Unit 2*with the subject weld overlay repairs was acceptable for a period of sixteen months.

Operation of the plant with these repair welds in excess of sixteen months would require further justification.

Since the Salem Unit 2 fourth refueling outage has been rescheduled from April 1988 to September 1988, PSE&G hereby submits justification for continued operation until the September 1988 refueling outage.

During this fourth refueling outage, PSE&G plans to replace the service water piping located above elevation 104' associated with containment fan coil units (CFCUs) #21, #22, and #23.

PSE&G plans to replace the service water piping associated with CFCUs

  1. 24 and #25 during the Unit 2 fifth refueling outage.

Justification for extending the time in service of the #24 and

EVALUATION In November, 1986, during the Salem Unit 2 third refueling outage, pitting corrosion was observed on service water inlet and outlet piping welds to the Containment Fan Coil Units (CFCUs).

This schedule 40 3 inch nominal piping is made of Type 316 stainless steel.

PSE&G responded by radiographing and evaluating 100% of the welded joints (approximately 1200) for minimum wall thickness.

The minimum pipe wall thickness measured at the.worst pitting site at each weld occurred during 41 months of operation (through September 1986).

These measurements indicated the remaining wall thickness from an original nominal wall thickness of.216 inches.

PSE&G calculated the expected flaw growth rate for each weld based on the measured pitting and months in service.

Using this rate, the expected deepest pitting in each weld was predicted for 57 months of service (41 months plus an additional 16 months).

A generic stress calculation was developed which enveloped all the inlet/outlet CFCU three inch diameter service water piping.

The results of this stress calculation showed that a minimum remaining thickness of.120 inches was required for an additional service period of sixteen months.

Based on the radiographs and this evaluation, 144 welds w~re rejected; 99 welds had less than the.120 inch remaining wall requirement and 45 welds contained defects.

The 99 welds were overlayed with a 1/8 inch layer of Inconel 625 and the defects in the 45 welds were completely ground out and rewelded.

PSE&G communicated the above information to the NRC during a December 4, 1986 meeting at Region I offices and by letter dated December 12, 1986.

As the weld overlay repairs were not in accordance with ASME Code Section XI requirements, the NRC issued a safety evaluation dated April 24, 1987, stating that the weld overlays were acceptable for a period of 16 months of operation.

This evaluation stated that operation of Unit 2 with overlay repairs for a period of greater than 16 months would require further justification and prior approval of the NRC.

Following the Salem Unit 2 third refueling outage, a service water project team was formed to address corrosion in service water piping.

An extensive material testing program was initiated and a plan developed to systematically replace the subject piping with 6% molybdenum stainless steel prioritized according to safety, functional, and historical considerations.

The three inch CFCU service water piping was assigned the highest priority.

Due to an extended outage in 1987, the Salem Unit 2 outage originally scheduled for April 1988 has been rescheduled for September 1988.

In order to avoid replacement with an interim material known to have limited service life, the acceptance criteria was reviewed to determine whether Salem Unit 2 could be safely operated with the weld overlay repairs for an additional 6 months (beyond April 1988).

A more detailed stress analysis was performed to develop a minimum wall acceptance criteria for the CFCU service water piping.

The most severe stress conditions were determined to take place with cold service water, causing contraction on the 10 inch vertical supply and return headers, in combination with Loss of Coolant Accident (LOCA) temperatures in containment, causing upwards thermal growth of the CFCU nozzles.

The individual pipe spool configurations were broken down by the elevation at which they were located since the differential thermal movement varied with elevation.

Stress calculations were generated for each pipe spool configuration, considering stresses due to pressure, dead weight, thermal and Design Basis Event (DBE) seismic loads.

An analysis of thermal loads was performed for the 3 inch distribution headers and 10 inch vertical supply/return headers for both insulated and uninsulated cases.

The uninsulated condition clearly demonstrated a significant advantage due to a reduction in the differential thermal movement by allowing the cement lined vertical 10 inch pipes to be exposed to the hot containment atmosphere.

As a result, all the thermal anti-sweat insulation was removed from the 3 and 10 inch piping from the first anchor on the 10 inch pipe (elevation 129') to the CFCU nozzles.

The minimum wall thickness was then calculated for each specific spool piece based on the ASME Code allowable stress.

The attached table presents the results of this analysis.

Column A shows the pipe wall thickness measured after 41 months of operation.

Column B shows the estimated deepest pit for each weld, based on a linear corrosion rate, after 65 months of operation (41 months plus 2 months of refueling outage plus 16 months per the NRC safety evaluation plus a requested additional 6 months).

Column C lists the required minimum pipe wall thickness based on the revised stress analysis and removal of the anti-sweat insulation.

A comparison of Columns B and C shows that there is a substantial margin between the minimum and required pipe wall thickness after 65 months of operation.

Current plans are to replace the service water piping (above elevation 104') associated with the Salem Unit 2 CFCUs #21, 22 and 23 during the upcoming fourth refueling outage.

The scope of replacement will include all 3 inch piping, which has been the focus of concern.

PSE&G plans to replace the service water piping associated with CFCUs #24 and 25 during the fifth refueling outage.

To justify operation with the overlays on CFCUs #24 and 25 an additional 18 months, the

minimum pipe thickness on these welds was predicted after 83 months of operation (65 months plus 18 months).

Column D for CFCUs #24 and 25 shows the expected minimum thickness after 83 months for each weld.

Only two welds (weld joint Nos.

1258-2 and 1276-1 on CFCU #25) are predicted to encroach on the allowable minimum wall thickness.

To ensure that the integrity of these welds are maintained until replaced, a representative sampling of welds, including Nos. 1258-2 and 127.6-1, will be subjected to nondestructive examinations (NDE) during the fourth refueling cycle to verify the predicted flaw growth rates.

Based on the results, PSE&G will evaluate if further action is necessary during the fourth refueling outage.

In a safety evaluation dated April 24, 1987, the NRC required PSE&G to perform an in-service inspection of weld joints on a sampling basis within six months to verify the predicted flaw growth rates.

Radiography was performed on 20 welds, 10 which were overlayed with Inconel 625 and 10 which were returned to service without modification.

Out of 20 welds, evidence of further pitting corrosion was detected in only two weld joints, both of which had been overlayed.

These two welds exhibited a detectable progression in both size and depth of pre-existing pits.

Measurements were made of the pit size (diameter or area) but it was not possible to estimate the depth of the attack since radiographic calibration standards have not been developed for joints with weld overlays.

However, it did not appear that any of the pitting had progressed into the overlay.

This is consistent with previous experience in this weld metal in the Salem service water system where any pitting near the weld has stopped at the Inconel weld material.

PSE&G previously stated this to be the case in our response to NRC questions

  1. 2 and #7 (see PSE&G submittal dated December 12, 1987).

A possible explanation for the lack of detectable flaw progression in 18 of 20 weld joints is that the service water system is chlorinated on a much more reliable basis than when the piping was first installed.

In light of these considerations, the corrosion rates may be less than predicted.

The corrosion rates will be verified by planned nondestructive evaluations on #24 and #25 CFCU welds during the fourth refueling outage.

A time line has been enclosed following the table to clarify the dates associated with this issue.

These pipe wall values were above the nominal pipe wall after 41 months.

Based on the worst case corrosion rate, the pipe wall values of these weld joints would be well above the acceptable minimum wall values after an additional 24 months of operation (Sept. 1986 to Sept. 1988).

Therefore they are not addressed.

These weld joints failed to meet acceptable minimum wall requirements based on a generic stress calculation performed by PSE&G.

1/8" weld overlay repairs were performed on these welds using Inconel 625 weld wire, a highly corrosion resistant material.

The new minimum wall acceptance criteria developed by Stone & Webster is substantially lower than the original acceptance criteria.

Based on the new acceptance criteria in combination with the 1/8" Inconel 625 weld build-up, these weld joints are not addressed in this evaluation.

These weld joints were found to have code weld defects.

Each weld was completely ground-out and rewelded.

Based on this repair, these weld joints are not addressed in this evaluation.
