"l.l"2.~S-This letter will confirm discussions with members of the NRC staff regarding our plans for exercise of the emergency plan for the Hope Creek Generating Station leading to the issu-ance of a full PJWer license for the unit.

As discussed below, our plan meets all regulatory. requirements anc leads to efficient utilization of NRC, FEMA, local, and Co~pany resources.

As you are ~ware, the Sal~m G~rie~atin~ Station, Unite Nos. 1 and 2, and the Hope Cre*ek *,Generat"i*ng Station are in close physical proximity (approximately 1,500 feet apart).

Both the plume and. exposure emergency planni-ng zones for the facilities are identical.

Moreover, the §tates of New Jersey and Delaware each use a single plan for the Salem/

Hope Creek site.

Public Service Electric and Gas Company proposes to treat the two faci 1 i ties as one site for emer-gency preparedness purposes.

We understand that this treat-ment is similar to that previously accorded other multi-unit sites.

10 CFR Part 50, Appendix E, Section F (1) (b), provices that a full participation exercise which tests as much of the licensee, State and local emergency plans as is reasonably achievable without mandatory public participation must be conducted for each site at which the first operating license for a power reactor on that site was issued after July 13, 1982.

On April 8, 1981, a full-scale joint NRC/FEMA exercise was conducted in ac~ord ance with 10 CFR*S0.47, 10 CFR SO, Appendix E, Section F, (l} (b) and 44 CFR 350 to support the licensing of Salem.

Unit No. 2 Generating Station.

A full power license (DPR-75) was granted for the Salem Unit No. 2 on May 20, 1981.

Thus, a full-participation exercise for the Salem/

Hope Creek site is not required prior to full power. op~ra tion of Hope Creek.

We have discussed this matter with the NRC Headquarters and Region I emergency preparedness staffs and FEMA Reg ions 2 and 3 who have concurred in this assessment.

On October 23, 1984, an exercise was conducted with the Salem Generating Station and the State of New Jersey with NRC and FEMA 2 observation.

There will be a remedial exer-cise in New Jersey during April 1985 with FEMA 2 observa-tion.

During 1985, it is our intent to conduct two on-site exercises, one from a Salem Control Room and one from the Hope Creek Control Room.

The State of Delaware will parti-cipate in one of these exercises and will be observed by FEMA Region 3.

The State of New Jersey will also partici-pate in such an exercise (without FEMA observation}.

These exercises fulfill PSE&G's annual and biennial exercise requirements for the Salem/Hope Creek site.

It is requested that you confirm in writing that the 1985 activities described above fully meet* the requirements for emergency preparedness-exercises of both the NRC and FEMA *
