SUMMARY
OF MEETING HELD ON MARCH 27, 1877 -
ARTIFICIAL ISLAND GRID STABILITY On March 27, 1987, representatives of Public Service Electric and Gas Compan.v (PSE&G) met with the NRC staff to discuss electrical grid stability and plant operations in light of a recent outage of a 500-kv transmission line due to damage.
Those attending the meeting are identified in Attachment 1.
Questions transmitted to PSE&G the previous da.v are shown in Attachment 2.
Highlights of the meeting are sunmarized below.
A 500-kv transmission line from Artificial Island to Delaware (crossing the Delaware River) was extensively damaged by a ship collision and will require extensive and lengthy repair. This leaves Salem/Hope Creek plants with three off-site transmission lines.
Because of grid stability considerations PSE&G has reduced the power level of the three units at Artificial Island (Salem 1/2, Hope Creek), to about 70% of capacity.
On the strenoth of additional analyses, PSE&G has concluded that Hope Creek and Salem 2 can be operated at about 90% of full power provided that a generator trip (and thus a reactor trip} for Salem 1 is installed to operate*
should one of the lines, the DEANS line, fail. Salem 1 would be operatP.d at 100%.
The purpose.of the meeting was for the NRC staff to gain a full understanrling of the grid stability analysis and associated in-place restrictions on power operation u~til the damaged Delaware transmission line can be repaired.
More details of the matter and NRC's assessment are pr.ovided in Attachment 3.
At the conclusion of the meeting, PSE&G was told that we agreed with plant operation as proposed.
We also requested PSE~G to confirm or document the five items identified in Attachment 3.
