The proposed amendment requests deletion of the snubber tables from the Technical Specifications. Other administrative changes are requested to make the Unit 1 and Unit 2 Technical Speci-fications identical in the affected sections.

Enclosed is a check in the amount of $150.00 as required by 10 CFR 170.21.

Pursuant to the requirements of 10CFR50.91, a copy of this request for amendment has been sent to the State of New *Jersey as indicated below. --

LCR 87-02 Page 1 of 2 PROPOSED CHANGE TO TECHNICAL SPECIFICATIONS SALEM UNIT 1 & 2 DESCRIPTION OF CHANGE Revise Technical Specification 3/4.7.9 and Bases 3/4.7.9 as indicated on the attached changed pages. These changes remove the Tables of snubbers and references to the Tables from the Technical Specifications. The addition to the Bases requires that a detailed list of individual snubbers be maintained at the plant and that Station Operations Review Committee (SORC} approve the accessibility classification of each snubber. The Bases section has been revised to make the Unit 1 and 2 Bases similar.

Also the **footnote on page 3/4 7-29 of the Unit 1 Technical Specification is being deleted.

REASON FOR CHANGE These changes will allow the !SI Department to maintain the list of snubbers without changing the Technical Specifications. The change will allow for more expedient incorporation of plant design changes. Any additions or deletion of snubbers or changes to the accessibility classification will require the approval of SORC. These changes are in accordance with the recommendation of the NRC's Generic Letter 84-13 and to reflect the philosophy of the Hope Creek Technical Specifications. Removal of the

    • footnote is being done since the required testing is being performed as part of normal surveillance efforts. The removal of the footnote is part of an effort to update the Technical Specifications.

SIGNIFICANT HAZARDS CONSIDERATION The proposed change to the Technical Specifications is administrative in nature in that it is being made to change where the list of snubbers is maintai'ned. Additions to or deletions from the snubber list or changes to accessibility will be performed in accordance with 10 CFR 50.59. Revision of the Bases section is administrative in nature in that the context of the Bases is essentially unchanged. The wording removed from the Bases was reviewed to ensure that the intent was unchanged or reflected elsewhere in the specifications. The change does not involve a significant hazards consideration because operation in accordance with this would not:

1. Involve a signficant increase in the probability or consequences of an accident previously evaluated. The surveillances will still be performed in accordance with the existing requirements. Only the location of where the list of snubbers is maintained has changed.

Revision of the Bases is administrative and does not change the intent.

2. Create the possibility of a new or different kind of accident from any previously analyzed. There are no equipment, instrument, or setpoint changes related to the proposed change to Technical Specifications.
3. Involve a significant reduction in a margin of safety.

The scope of applicability and test requirements for snubbers remains unchanged.

The Commission has provided guidance concerning the application of the standards for determining whether a significant hazards consideration exists (2FR14870, dated April 6, 1983). The proposed changes correspond to Example II.l for purely administrative changes to achieve consistency.
