Box236, Han cocks Bridge, NJ 08038 609 339-4800 Nuclear MAR 1 3 1987 NLR-N87044 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 WITHDRAWAL OF REQUEST FOR AMENDMENT FACILITY OPERATING LICENSES UNIT NOS. 1 AND 2 SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 On September 21, 1984, a request for amendment was submitted for Facility Operating Licenses DPR-70 and DPR-75 for Salem Generating Station, Unit Nos. 1 and 2 to change the Appendix A Technical Specification sections regarding fire detection and fire suppression.
The requested change involved additions of new equipment and corrected certain existing errors.
Following a review of NRC Generic Letter 86-10, Implementation of Fire Protection Requirements, Public Service Electric and Gas Company has decided to pursue an alternative license change in accordance with the guidelines of the Generic Letter.
This future request for amendment will incorporate the fire protection program and major commitments, including the fire hazards analysis, by reference into the Updated Final Safety Analysis Report { UFSAR).
The provisions of 10CFR50. 59 would then *.,.apply directly for desired changes to the fire protection program that would not adversely affect the ability to.achieve and maintain a safe shutdown condition.
Specifically, the amendment request will ask for the deletion of the existing-Fire Protection Technical Specifications and incorporation of a license condition which would require compliance with the provisions of the fire protection program as described in the UFSAR.
The NRC, through Generic Letter 86-10, has endorsed this approach as a means to alleviate the present difficulties in identifying the operative and enforceable fire protection requirements which exist at a specific plant.
As such, we ~ish to withdraw our existing License Change Request (LCR 82-28) as continued NRC review would be unnecessary in light of our decision to pursue a change in accordance with the guidelines of Generic Letter 86-10.
