REQUEST FOR AMENDMENT FACILITY OPERATING LICENSE DPR-70 LICENSE CHANGE REQUEST 85-07 SALEM GENERATING STATION UNIT NO. 1 In accordance with a conversation held on 10/03/86 with Mr. B. Mann of your staff, Public Service Electric and Gas Company (PSE&G) is providing the following additional information related to License Change Request (LCR) 85-07, Boron Injection Tank (BIT) removal.

PSE&G will not implement the Technical Specification change requested in 85-07 until lines between the BIT and the Boric Acid Tank (BAT) have been cut and capped.

Additionally, the BIT boron concentration will be sampled once per calendar quarter to ensure the BIT boron concentration does not exceed the maximum Technical Specification Refueling Water Storage Tank boron concentration.

If boron concentrations exceed the RWST limit steps will be taken to return the concentration to within the limit.

The procedure addressing emergency boration of the RCS is being revised to incorporate a cautionary note after emergency boration and, per Mr. Mann's request, will be forwarded for your information after it is revised.

The emergency boration flow path is either heat traced or flushed during normal system operation.

The cautionary note will alert operators to the need to flush affected portions of the line if a system realignment is necessary immediately after emergency boration.

A safety injection during or shortly after an emergency boration will result in all safety related lines being thoroughly flushed with water at the RWST boron concentration.

10/24/86 In order to ensure that the environmental qualification issue related to steam superheat is adequately addressed, PSE&G will await the results of the ongoing steam superheat analysis, addressing BIT removal, prior to implementing the design changes associated with LCR 85-07.
