NRC INSPECTION 50-272/86-06 AND 50-311/86-06 SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Public Service Electric and Gas Company is in receipt of your letter dated April 16, 1986, which transmitted a Notice of Violation in the area of chemistry control involving the shelf life of reagents and standards.
Pursuant to 10 CFR 2.201, our reponse tQ the Notice of Violation is provided in Attachment 1.

J PUBLIC SERVICE ELECTRIC AND GAS SALEM GENERATING STATION RESPONSE TO NOTICE OF VIOLATION Your letter, dated April 16, 1986, identified a violation of Technical Specification 6.8.1 concerning procedures for Chemistry quality control and selection and control of reagents.
As stated therein, on March 11, 1986, chemicals stored on the chemistry laboratory shelves were expired and those chemicals were sub-sequently used in the production of standards.
In addition, shelf-life expiration dates had not been determined for all standards as well as reagents.

PUBLIC SERVICE ELECTRIC AND GAS DOES NOT DISPUTE THIS VIOLATION.
- 2.
THE ROOT CAUSE WAS A LACK OF ADEQUATE ATTENTION TO THIS ASPECT OF THE CHEMISTRY PROGRAM BY CHEMISTRY PERSONNEL.
- 3.
IMMEDIATE CORRECTIVE ACTIONS:
- a.
A detailed review of all chemicals, reagents, and standards in the chemistry laboratory was performed.
All shelf-life labeling discrepancies were corrected immediately, and the presence of labels with expiration dates was assured.
- b.
Chemistry laboratory supervisors and technicians were reinstructed on the requirement not to use reagents or standards that do not have labels or whose expiration date has passed.
- c.
Chemistry laboratory supervisors and technicians were also reinstructed on the requirements of the shelf-life program.

LONG-TERM CORRECTIVE ACTIONS:

See response to Item 3 above.
- 5.
FULL COMPLIANCE WAS ACHIEVED ON MAY 2, 1986.
