REQUIREMENTS FOR EMERGENCY RESPONSE CAPABILITY SUPPLEMENTAL 1 TO NUREG 0737 REVISED INTEGRATED SCHEDULE NO. 1 AND 2 UNITS SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 In our letter, dated December 19, 1983, PSE&G submitted a Milestone Implementation Schedule for Emergency Response Capability.
The NRC issued an Order, dated June 12, 1984, and corrected July 26, 1984, confirming our commitments.
The SPDS was to be fully operational and operators trained by December 1986.
The purposes of this letter are:
to inform you that we cannot meet the date in the order; to inform you of the reasons for the delay; and, to provide a date by which a new schedule will be available.
Our implementation schedule was based on our then existing outage schedule.
It was our intent to complete SPDS installation during the Unit 2 second refueling outage (January to March 1985) and the Unit 1 sixth refueling outage (September to November 1985).
Operator training on the SPDS and revised EOP's was to begin in October 1985, and the SPDS was to be declared operable in December 1986.
Mr. Steven 3-17-86 Subsequently both units experienced generator failures.
Because of the extended fifth outage on Unit 1 to repair the generator, the sixth outage was rescheduled to March-May 1986.
Failure of the Unit 2 generator led to an early second outage, and materials were not on hand to install SPDS related work scheduled for that outage.
Much of the work had to be rescheduled for the Unit 1 sixth outage and the Unit 2 third outage (September - November 1986).
Despite the fact that the prime SPDS contractor (EAI) went out of business and despite the schedule changes, we believed until recently that we would be able to complete the SPDS and meet our December 1986 commitment.
However, it has become apparent that while the system will be installed on time, it will not be fully operational, since operational testing will not be completed by our committed implementation dates.
The Unit No. 1 refueling outage is scheduled to be completed by May 22, 1986.
Post-outage SPDS installation and testing is estimated to be completed within three months after the outage.
At that time an assessment of Unit No. 1 installation and testing will be conducted and an exact schedule for the completion of Unit No. 2 installation and testing can be derived.
Because of the reasons stated above and in order to provide a realistic schedule, it is our intent to provide the date by which the SPDS will be fully operational with operators trained no later than September 5, 1986.
