REQUEST FOR AMENDMENT FACILITY OPERATING LICENSES DPR-70 AND DPR-75 UNIT NOS. 1 AND 2 SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 In accordance with the Atomic Energy Act of 1954, as amended and the regulations thereunder, we hereby transmit copies of our request for amendment and our analyses of the changes to Facility Operating Licenses DPR-70 and DPR-75 for Salem Generating Station, Unit Nos. 1 and 2.

This amendment request consists of changes to the technical specifications regarding control of heavy loads.

In accordance with the fee requirements of 10CFR170.21, a check in the amount of $150.00 is enclosed. ,

- LCR 83-12 Propos~d Change to Technical Specifications Salem Units 1 and 2 DESCRIPTION OF CHANGE Change Salem Units 1 and 2 Technical Specification Section 4.9.6.1, 3.9.7 and 4.9.7, Manipulator Crane Operability and Crane Travel-Fuel Handling Area, as indicated on the attached revised pages. These changes derate the manipulator and fuel handling cranes to carry lighter loads over safety-related equipment.

REASON FOR CHANGE Following the guidance of NUREG - 0612, PSE&G initiated a program to reduce loads handled over the Salem spent fuel pools. This program was described in our submittal, dated February 23, 1982. On June 28, 1982, the NRC transmitted a draft Technical Evaluation Report (TER) prepared by the Franklin Research Center (FRC). On April 27, 1983, we provided supplemental response addressing the FRC's concerns, and defined the heavy load as the weight of a fuel element with control rod cluster assembly and the spent fuel handling tool with load cell, totaling 2200 pounds. Both manipulator and fuel handling cranes are being derated to a capacity of not more than 2200 pounds.

Accordingly, Technical Specifications 3.9.7 and 4.9.7 are being revised to reflect the derating of the fuel handling cranes. Technical Specification 4.9.6.1 is being revised to clarify that the load cut-off for the manipulator crane is set to include the heavy load plus the weight of the crane mast and gripper.

10 CFR 50.92 - Significant Hazards Evaluation PSE&G has conducted a Safety Evaluation of the derating of the manipulator and fuel handling cranes and has determined that the proposed amendment involves no significant hazards.

1. The proposed technical Specification changes reduce the probability of accidents previously analyzed in that the weight of the heavy load has been reduced from 2500 to 2200 pounds.

2. The proposed Technical Specification changes do not create the possibility of a new or different kind of accident since the changes do not introduce new fuel handling operations.
3. The proposed changes to the Technical Specifications do not involve a reduction in the margin of safety, since the allowable loads traveling over spent fuel pools are reduced, thereby increasing safety margins.

This change corresponds to example (ii) of the guidance provided in 48 FR 14870 by the Commission For Amendments That Are Considered Not Likely To Involve Significant Hazards Consideration. The change constitutes addition of more stringent limitation on allowable heavy loads.
