Vice President -
Public Service Electric and Gas Company P.O. Box236, Han cocks Bridge, NJ 08038 609 339-4800 Nuclear U.S. Nuclear Regulatory Commission Off ice of Nuclear Reactor Regulation 7920 Norfolk Avenue Bethesda, MD 20014 December 11, 1985 Attention:
Mr. Harold R. Denton, Director Nuclear Reactor Regulation Gentlemen:
MAY 6, 1983 CONFIRMATORY ORDER SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 On May 6,* 1983, the Nuclear Regulatory Commission issued an Order modifying the operating licenses for Salem Nuclear Generating Station, Units 1 and 2.
This Order was published in the Federal Register on May 18, 1983 (48 Fed. Reg. 22392).
This Order was subsequently modified to change the implementation schedule for certain required actions on January 31, 1984 (49 Fed. Reg. 5011, February 9, 1984).
In a series of letters, the licensee, Public Service Electric and Gas Company, submitted its corrective action program related to the reactor trip breaker failures.
The May 6, 1983 Order recites that PSE&G's April 28, 1983 letter summarizes the licensee's commitments for corrective action.
This corrective action program included short-term remedial actions that were completed prior to start-up of the unit, interim actions which were taken while longer term programs being put in place and long term programs which have been completed.
The programs resulting from the implementation Order are being routinely managed as any other program and activity consistent with NRC requirements and guidelines.

A Mr. Harold R. Denton 2 -
12/11/85 A unique item requiring special action is item c.10.a.
This particular item of Attachment 1 to the April 28 letter relates to the submittal of reports of PSE&G's Nuclear Oversight Committee (NOC) to the Director of Nuclear Reactor Regulation (NRR) on a quarterly basis at the same time it is provided to PSE&G management.
PSE&G is also required to provide to the Director, NRR, a response to the NOC report within 30 days of its receipt.
This provision continues in effect until modified by the Director, NRR.
A total of 8 NOC reports and 8 PSE&G responses have been submitted to the NRC in fulfillment of this portion of the Order.
The purpose of this reporting requirement was to provide NRC with timely information on the activities and findings of the NOC as they independently monitored the implementation of the corrective action program.
At this time, inasmuch as the purpose of the provision of the Order has been fulfilled, it is requested that the Director, NRR allow, by letter, its termination.
PSE&G intends to continue the NOC activities for the near term as an element of its overall management program.
The reports associ-ated with NOC activities are available for NRC inspection at the Salem Station at any time.
Moreover, if the NRC considers that further attention to fulfillment of the Order is required, or that adjustments are required to our plans concerning the ongoing management of the resulting programs, please advise us.
If you have any further questions in this regard, we would be pleased to discuss them with you.
Sincerely, C
