NUCLEAR DEPARTMENT RESPONSE TO THE EIGHTH QUARTERLY REPORT OF THE NUCLEAR OVERSIGHT COMMITTEE NOVEMBER 13, 1985

RESP.E TO THE EIGHTH QUARTERLAIEPORT OF THE NUCLEAR OVERSIGHT COMMITTEE This 0 response addressed the concerns expressed by the NOC in their Quarterly Report dated October 14, 1985.

1.

SYSTEM ENGINEERING PROGRAM Statement of Concern The NOC would like to review the effectiveness of this program.

Response

A discussion concerning the effectiveness of the system engineering program will be presented at the June 1986 NOC meeting.

2.

INADVERTENT RELEASE OF C02 AT HOPE CREEK Statement of Concern The NOC would like to receive reports of the independent investigations of this event and accounts of any action taken to centralize the responsibility for industrial emergencies at the island.

Response

A discussion of the investigations associated with this event will be presented at the December meeting.

3.

CANCELLED OR DEFERRED DCR'S/DCP'S Statement of Concern Documentation is needed on cancelled or deferred DCR/DCP's which formerly were designated as Priority I.

The uncertainties in the case of 45 DCR's as to whether NRC commitments may be involved, and the 55 cases requiring more information to resolve questions of possible safety implications are uncertainties that should be resolved promptly.

Response

Documentation is being prepared for the cancelled or deferred DCR's/DCP's which were formerly designated as Priority I.

Uncertainties surrounding NRC commitments and possible safety implications for cancelled or deferred DCR's/DCP's are being resolved.

The resolution of these concerns will be discussed at the December meeting.

~~ ~MATCHING RESOU.S AND NEEDS Statement of Concern Reviews of the Action Plans showed that resource requirements are still being developed and refined.

Typical items in this category are the Integrated Living Schedule, the Management Information System, and the engineering support of the DCR's.

PSE&G management is working to develop a match between resources and needs, and the NOC urges the early resolution of the matter.

Response

PSE&G is working toward resolution of this concern.

A discussion of progress toward resolution of this concern will be incorporated into the December meeting presentation.

5.

INPO FINDINGS Statement of Concern The NOC has not had the opportunity to review the INPO findings, the reason for their increased number, and the large percentage of repeat findings.

PSE&G is vigorously implementing a program to correct this situation.

The NOC wishes to review these INPO findings and the corrective actions at the next meeting.

Response

The INPO Report was sent to the NOC.

The status of programs and activities underway to address the INPO findings will be presented at the December meeting.

6.

COMMITMENT TRACKING SYSTEM Statement of Concern The NRC commitment tracking system needs improvement, particularly in terms of completeness, LER tracking, etc.

Response

PSE&G has taken steps to improve the completeness of the commitment tracking system and to resolve the number of open commitments.

The status of these actions will be discussed during the December meeting.

7~','BACKLOG OF MAINT~NCE AND I&C WORKORDERS Statement of Concern The backlog of maintenance and I&C jobs is too large.

While the management objective of reducing these numbers was clear, there were no explicit mechanisms discussed at this meeting to achieve this objective.

The NOC looks forward to further discussions at the next meeting.

Response

Progress and plans to resolve this issue will be provided at the December meeting.

8.

STAFFING OF OFF-SITE REVIEW GROUP Statement of Concern It is recommended that the Off-Site Review Group be brought up to full strength as soon as practical by adding the additional four personnel to support Hope Creek, sooner than previously planned.

Response

PSE&G is working towards resolution of this concern.

Progress and plans to resolve this issue will be provided at the December meeting.

9.

PERSONNEL ERRORS Statement of Concern In recent months, Salem 2 has experienced five LER's due to personnel errors.

Management has set up a task force to investigate this series of errors.

The NOC would like to review the findings of this task force at the next meeting.

Response

The task force findings will be provided for discussion at the December meeting.

10. SALEM PLANT TOUR ail7 Statement of Concern The NOC toured Salem Units 1 and 2.

There were some flammable substances observed which were not properly stored, and one pipe was observed to be vibrating with an amplitude of about an inch -- sufficient to cause NOC concern.

Response

The flammable substances (paint) were subsequently properly stored.

The vibrating pipe (Moisture Separator Re-heater line) was repaired that evening.
