REQUEST FOR ADDITIONAL INFORMATION FOLLOWING PRELIMINARY STAFF REVIEW OF LICENSEE RESPONSES TO GENERIC LETTER 83-28 SALEM UNITS 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Pursuant to the subject request for additional information dated July 22, 1985, PSE&G herewith submits its response to Item 4.5.3 in the attachment to this letter.

SALEM UNITS 1 AND 2 RESPONSE TO REQUEST FOR ADDITIONAL INFORMATION ON GENERIC LETTER 83-28 Item 4.5.3 Licensee needs to provide results of review of existing or proposed iritervals for~n-line testing considering the concerns of 4.5.3.1 to 4.5.3.5 in the generic letter.

This information shall show how the selected intervals result in high reactor trip system availability and proposed T.S. changes resulting from this review shall be submitted for review.

Response

PSE&G is a member of the Westinghouse Owners Group (WOG) that initiated a program to review instrumentation technical specifications.

In February 1983 the WOG submitted WCAP-10271, "Evaluation of Surveillance Frequencies and Out of Service Times for the Reactor Protection Instrumentation System," to the NRC for review.

After WOG provided additional information, the NRC issued a Safety Evaluation Report in February 1985 which approved quarterly testing, 6-hour outage time, increased test time and testing in bypass for analog channels.

PSE&G concurs with this study and will request appropriate Technical Specification changes in accordance with guidance provided by the WOG.

The reactor trip breakers were deleted from the above study pending the results of other WOG sponsored testing programs.

These programs include Life Cycle Testing, Class lE Testing and an Aging Program.

PSE&G is supporting the issuance of WOG a contract to Westinghouse Inc. to complete an evaluation of surveillance frequencies for the reactor trip breakers.

In the interim, PSE&G will use the testing frequencies agreed upon between the NRC and PSE&G which have either been incorporated previously into our Technical Specifications or are included in our request for Technical Specifications amendment, LCR 84-13, dated October 17, 1985 *
