UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 Public Service Electric and Gas Company (PSE&G) is in receipt of your letter dated August 12, 1985 which transmitted a Notice of Violation regarding:
A) failure to provide adequate illumination in a portion of the protected area, and B) failure of a security guard to demonstrate adequate knowledge while performing compen-satory security duties.
Pursuant to the provisions of 10 CFR 2.201, our response to the Notice of Violation is provided in Attachment 1.

.t 10 CFR PART 2.201 INFORMATION PUBLIC SERVICE ELECTRIC AND GAS SALEM GENERATING STATION RESPONSE TO NOTICE OF VIOLATION Your letter dated August 12, 1985 identified two violations of the Salem Security Plan.
As stated therein, Violation "A" was due to inadequate illumination in a portion of the vital area, and Violation "B" related to the failure of a security guard to fully understand his responsibilities while performing compensatory security duties.
Item A:
- 1.
PUBLIC SERVICE ELECTRIC AND GAS JX)ES NOT DISPUTE THE VIOLATION.
- 2.
THE ROOT CAUSE OF THE VIOLATION WAS A PROGRAMMATIC DEFICIENCY IN THAT WORK ORDERS COULD BE INITIATED AND MAINTENANCE/REPAIR PERFORMED ON SECURITY LIGHTING EQUIPMENT WJ:THOUT PROPER SECURITY NOTIFICATION.

IMMEDIATE CORRECTIVE ACTIONS:
Future work orders initiated by the Security Department will require Security notification prior to cormnencement of work.
Security personnel are closely monitoring outstanding work orders to ensure that proper compensatory measures are taken when necessary.
- 4.
LONG-TERM CORRECTIVE ACTION:
Station procedures will be revised to require that Security be notified irmnediately of any problems with the station lignting system.
These changes will be completed by October 15, 1985

FULL COMPLIANCE WILL BE ACHIEVED BY OCTOBER 15, 1985.

THE ROOT CAUSE OF THE VIOLATION WAS THE FAILURE OF A SECURITY FORCE MEMBER TO PERFORM ASSIGNED DUTIES.

ad30 The Security Force Member was irrnnediately relieved of duty and referred to the training group.
All posts were rechecked irrnnediately to ensure Security Force members were cognizant of their duties.
On April 11, 1985, the individual successfully completed a remedial training course.
LONG-TERM CORRECTIVE ACTION:
The requalif ication training program has been revised to stress post order requirements.
Shift Security Supervisors are currently drilling security officers on their knowledge of post orders on a routine basis.
Audit group personnel have upgraded evaluation criteria used during routine surveillance.
Requalification training for all security officers will be completed by March 31, 1986.
FULL COMPLIANCE WILL BE ACHIEVED BY MARCH 31, 1986.
