ACTION PLAN FOR IMPROVEMENT OF NUCLEAR DEPARTMENT OPERATIONS SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 PSE&G Action Plan 2.6.1, "Clarifying Organizational Responsibility and Interfaces in the Maintenance Area", was developed for the purpose of promulgating a maintenance management structure that effectively and efficiently meets the needs of the Nuclear Department and to clarify the responsibilities and accountabilities associated with the maintenance function.

The Plan was a topic presented at the NRC/PSE&G Action Plan Bi-Monthly Meeting on March 6, 1984.

The core/central concept was the basis of the developed maintenance organizational structure.

The Station Maintenance organization constituted the core group; the Site Maintenance and Modifications organization constituted the central group.

The core group would concentrate on preventive maintenance, surveillances; and non-outage corrective maintenance; the central group would concentrate on design change packages, buildings and grounds, yard, and outage corrective maintenance.

~tated in the Plan, the degree of success in implementation was.dependent on a number of factors, a significant one being the achievemen~ of a Company/Union agreement for PSE&G maintenance personnel.

We have thus far been unable to reach agreement with the Union on this matter.

Based on the absence of a Company/Union agreement, we will not be able to implement Action Plan 2.6.1 in its entirety as developed.

Therefore, our present maintenance organizational structure will continue.

However, the overall maintenance function will be improved significantly due to partial implementation of Action Plan 2.6.1 and implementation of other action plans as identified below.

The Plant Betterment and Maintenance (PB&M) contractor will continue to support station maintenance activities.

A staff of PSE&G pesonnel will replace the PB&M contractor non-manual staff.

This action will serve to improve our direction and control of the PB&M function.

Enhancing Maintenance Planning, Monitoring, and Control 2.6.3 -

Reduce the.Number of Backlogged Maintenance Work Items 2.6.5 -

Orga~izing for Outage Management, and Improving the Planning, Monitoring, and Controlling of Outages 2.4.1 -

Maintaining Plant Cleanliness and General Appearance at a High Standard 2.4.3 -

Post Modification/Post Repair Testing

Mr. Steven While full implementation of this Action Plan appears to be un~chievable at this time, we believe that the partial implementation discussed above, -together with other related Action Plans, will provide significant improvements in the maintenance area.

Additionally, opportunities for future agreements with the union will be given appropriate consideration by the Company.
