REQUEST FOR A.MENDMENT FACILITY OPERATING LICENSES UNIT NOS. 1 AND 2 SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 In accordance with the Atomic Energy Act of 1954, as amended and the regulations thereunder, we hereby transmit copies of our request for amendment and our analyses of the changes to Facility Operating Licenses DPR-70 and DPR-75 for Salem Generating Station, Unit Nos. 1 and 2.
This amendment request consists of a revision to Technical Specifications, Appendix A, sections regarding Fire Detection and Fire Suppression.
The change makes additions of new equipment and corrects certain existing errors.
In accordance with the fee requirements of 10CRF170.21, a check in the amount of $150.00 is enclosed.
Pursuant to the requirements of 10CFR50.91, a copy of this request for amendment has been sent to the State of New Jersey as indicated below.

PROPOSED CHANGE TO TECHNICAL SPECIFICATIONS SALEM GENERATING STATION UNIT NOS. 1 AND 2 DESCRIPTION OF CHANGE LCR 82-28 Modify the existing fire protection systems pages and add new pages as attached, for _both units.
REASON FOR CHANGE These proposed changes will:
- 1) Unify the requirements and language of surveillance testing and action statements for both units.
- 2) Reflect the backfit requirements of Amendment 21 to Unit 1 Facility Operating License as implemented on both units.
- 3)
~liminate those portions of the existing T.S. that are not applicable to the Salem Units, such as references to motor driven fire pumps and water system automatic valves.
SIGNIFICANT HAZARDS EVALUATION These proposed amendments to the Salem Units 1 and 2 operating licenses involve no significant hazard considerations, in that where physical. additions to the pl.ant brought about the modifications to the Technical Specifications, the added equipment and/or instruments enhance the fire protection systems and increase plant safety.
Installation of these systems and/or components has been evaluated and, in most cases, mandated by NRC for safe plant operation.
Operation of the Salem facility in accordance with the proposed amendment will not involve any increased probability for any accident previously analyzed nor create the possib{lity of any new or different kind of accident.
Addition of the equipment and operation under t~e revised LCO and surveillance requirements will not cause any decrease in any margin of safety as defined in the T.S. bases.
These proposed changes either 1) achieve consistency between the two basically identical units, 2) constitute additional limitations and controls not presently included in the technical specifications, or 3) correct several errors where
- equipment referenced in the T.S. does exist in the Salem units.*
This amendment request is comprised of elements that correspond to examples (i) and (ii) of actions considered not likely to involve a Significant Hazards Consideration provided by the Commission in the Federal Register (48FR14870).
Based on the above, we have determined that this application for amendment involves no Significant Hazards Consideration.
