REQUEST FOR AMENDMENT LCR 79-01, Rev. 1 FACILITY OPERATING LICENSES DPR-70 AND DPR-75 UNITS NO. 1 AND 2 SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 In accordance with the Atomic Energy Act of 1954, as amended and the regulations thereunder, we hereby transmit copies of our request for amendment and our analyses of the changes to Facility Operating Licenses DPR-70 and DPR-75 for Salem Generating Station, Units No. 1 and 2.

This amendment request is in response to NRC Generic Letter No. 83-43, "Reporting Requirements of 10CFR50, Sections 50. 72 and 50.73 and Standard Technical Specifications."

Attached as Enclosure I, the proposed change :rrodif ies existing reporting requirements and adds the requirements of the new Section 50.73 to the appropriate sections of the Salem Technical Specifications.

As stated in the Generic Letter, because this change to the technical specifications is clarifying and made at the request of the commission, no license fee is required.

PROPOSED CHANGE TECHNICAL SPECIFICATIONS SALEM UNIT NOS. l AND 2

  • DESCRIPTION OF CHANGE Ref: LCR 8.4-01 Revise appropriate portions of the INDEX, DEFINITIONS, and ADMINISTRATIVE CONTROLS sections of Appendix A to the Technical Specifications, as attached, to reflect recent revisions to Section 50.72 and the addition of Section 50.73 to Title 10 of the Code of Federal Regulations which became effective on January 1, 1984.

REASON FOR CHANGE Since paragraph (g) of Section 50.73 specifically states that:

"the requirements contained in this section replace all existing requirements for licensees to report 'Reportable Occurences' as defined in individual plant Technical Specifications", the reporting requirem~nts incorporated into the "Administrative Controls" section of the Salem technical specifications should be changed to reflect the revised reporting requirements; the definition, "Reportable Occurence" should be replaced by a new term, "Reportable Event"; and, _the Index should be updated.

NRC is making these.proposed changes to Standard Technical Specifications (STS) for all plants and have required that the changes be made for Salem in Generic Letter 83-43, dated December 19, 1983.

SIGNIFICANT HAZARDS CONSIDERATION These changes are administrative in nature and clarify new reporting requirements in the Technical Specifications.

There are no changes in the probability or consequences of any previously evaluated accident nor in any margin of safety.

Since there are no modifications to the plant or the plant operating procedures the possibility of a new or different accident from any accident previously evaluated is not created.

Ref: LCR 84-01 The Commission has provided guidance concerning the application of the standards for a No Significant Hazards determination by,

providing examples of actions not likely to involve a Significant Hazards Consideration in the Federal Register (48FR14870).

One of the examples (vii) relates to changes that make a license conform to changes in the regulations, where the license change results in very minor changes to facility operations clearly in keeping with the regulations.

Based on the above, and since the proposed change involves actions that conform td the referenced example in 48FR14870, we have determined that this application for amendment involves no Significant Hazards Consideration.
