Public Service Electric and Gas Company P.O. Box 236 Hancocks Bridge, New Jersey 08038 Nuclear Department December 19, 1983 Director of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C. 2055 Attention:

Mr. Darrell G. Eisenhut, Director Division of Licensing Gentlemen:

CORRECTIVE ACTION PROGRAM REACTOR TRIP BREAKER FAILURES SALEM GENERATING STATION NO. 1 AND 2 UNITS DOCKET NOS. 50-272 AND 50-311 As part of the Corrective Action Program stemming from the reactor trip breaker failures of February 1983, PSE&G committed to a long-term program regarding vendor manuals for all safety-related equipment.

This program was described in Item C.7.2 of our letter of April 8, 1983; a schedule was provided in our letter of April 28, 1983, which was incorporated in your Order of May 6, 1983.

PSE&G believes that we have met the intent of the May 6, 1983 order as detailed below; thus, we consider this commitment to be complete.

To implement this program, PSE&G audited all manuals located in Station and Nuclear Engineering files, compared them to determine the latest revision/date and identified the appropriate manual with the specific piece of installed safety-related equipment.

To date, of the 17,000 safety-related items listed in the Master Equipment List (MEL), 99% of those which require vendor manuals have been entered into a Controlled Document System.

For the remaining 1% of installed safety-related equipment which require manuals, unique equipment nameplate data must be obtained to correlate the vendor information (manual) to the installed equipment.

This data is being obtained on an ongoing basis in accessible plant areas.

However, not all of the unique equipment nameplate data can be obtained due to inaccessibility caused by the following:

1)

Unit Operations

2)

Equipment Located in Radiation Areas, and/or

3)

Equipment Disassembly Required

U.S. Nuclear Regulatory Commission 12/19/83 PSE&G has implemented measures to ensure that when plant conditions and/or scheduled maintenance allows access to this nameplate data, the vendor manual will then be specifically identified.

PSE&G is confident the vendor information for the remaining installed safety-related equipment has been identified as a result of the audit conducted on vendor information in Nuclear Engineering and Station files.

The information identified in the audit can be readily verified to be applicable and entered into the Controlled Document system and vendor contact can be established when nameplate data is obtained.

In accordance with your order, written documentation has been sent to all vendors of equipment identified in the long-term program to confirm that the manuals represent the latest available technical information.

Should you have any question in this regard, please do no hesitate to contact us.
