RESPONSE TO QUESTIONS ON SALEM UNITS 1 AND 2 LICENSED OPERATOR REQUALIFICATION TRAINING PROCEDURE (TP-305)

In response to the telephone inquiry of Mr. Joe Buzy of the Licensing Requalification Branch, Division of Human Factors

- Safety, we are providing the following information:

A.

We have increased the amount of each requalif ication exam that is changed from 20% but feel that a 40% change per exam on a five shift, two-week cycle is more than is required.

We intend to change a minimum of one-third of the exam for each two-week cycle.

This would result in a complete change of the exam at least every six weeks.

Neither the exam nor the answer key are provided to the students for their retention after the exam is administered.

Although the exam is reviewed with the students after they have completed it, all copies of the exam and answer keys are maintained and secured at the Nuclear Training Center thereby limiting the possibility of compromise.

We feel that a 33% change in the exam every two weeks is sufficient, but will and have been changing at least 40% until we receive your concurrence.

B.

The quizzes that are given during the conduct of requalifi-cation training are not graded nor are they used in determining the individual's final score; therefore, our use of open book quizzes do directly relate to measuring the success of an individual in the requalification program.

\\) 10/17/83 quizzes are used solely for identifying weaknesses to the instructor so that increased emphasis can be placed on indicated subject areas.

In response to this specific question as to what constitutes an open book quiz, materials that would normally be available to the operator in the performance of his duties such as tech specs, procedures, steam tables, etc., are made available to the students in the event of open book quizzes.

In many cases, quizzes are conducted in_p. closed book fashion.

Where necessary, reference material is included as a portion of the quiz and identified on the cover sheet.

I hope that these comments have helped clarify your understanding of our requalification training philosophy.

If you concur, the training procedure will be modified to incorporate the provisions of this **letter.
