NUREG-0737, ITEM II.K.3.1 AUTOMATIC PORV ISOLATION During recent discussions with Mr. Fischer of your staff, it was determined that Public Service Electric and Gas (PSE&G) had never formally documented its position on the subject TMI Action Plan item.
Provided below is our position on NUREG-0737, Item II.K.3.1.
The subject item required all PWRs to evaluate the need for adding an automatic isolation capability for Power Operated Relief Valves (PORVs).
In our letters dated December 15, 1980 and December 9, 1980, PSE&G indicated that a generic Westinghouse Owners Group (WOG) evaluation on PORV reliability (NUREG-0737, Item II.K.3.2) would provide the basis for our decision on this issue for Salem Generating Station, Units 1 and 2 respectively.
The results of the WOG evaluation were documented in a generic report titled "Probabilistic Analysis and Operational Data in Response to NUREG-0737, Item II.K.3.2, for Westinghouse NSSS Plants," Westinghouse Electric Corporation, February 1981 (WCAP-9804).
PSE&G reviewed WCAP-9804 and determined that the information provided in that report is applicable to the Salem Generating Station.
Accordingly, PSE&G concluded that consistent with the findings and recommendations in that report, no modifications to the PORV and block valve control system was justified; thus, the decision was made to not provide automatic isolation of the PORVs.
