u. s. Nuclear Regulatory Commission 7920 Norfolk Avenue Bethesda, Maryland 20014 Attention:

Mr. Steven A. Varga, Chief Operating Reactors Branch 1 Division of Licensing Gentlemen:

STATUS REPORT REACTOR VESSEL LEVEL INSTRUMENTATION TMI ACTION ITEM II.F.2 NO. 1 AND 2 UNITS SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 As requested by Messrs. T. Hwang and L. Phillips of the NRC staff, PSE&G hereby submits a status report on the Reactor Vessel Level Instrumentation System (RVLIS).

The Unit 1 RVLIS has been installed, tested, and calibrated.

Scaling, calibration, and heat-up data correspond to expected values and the system functions within the specified design tolerances.

The Unit 2 RVLIS has also been installed.

Scaling is nearing completion, and the heat-up data are being ana-lyzed.

Test results will be made available for NRC inspection.

Three field design changes are being made to the Unit 1 RVLIS:

Capacitors are being added to the microprocessor unit to resolve hardware difficulties identified during testing; this change was made to the Unit 2 system during the past outage.

Bypass valves are being removed from the differential pressure transmitters, since Westinghouse has determined that calibra-tion of the d/p transmitters can be accomplished without the valves; this change has already been made on Unit 2.

Upon receipt of Westinghouse Procedure NSID-EIS-83-08, a design change will be issued to upgrade the seismic design and to incorporate human factors modifications.

We anticipate com-pleting the first two changes to the Unit 1 RVLIS in September s3oa1002ia 930802 PDR ADOCK 05000272 p

Director of Nuclear Reactor Regulation U. S. Nuclear Regulatory Commission 2-8/2/83 1983.

we will provide a schedule for the third modification to both units when we have reviewed Westinghouse's recommenda-tions.

Westinghouse will declare the Unit 1 RVLIS operational when the three field design changes have been completed.

We will pro-vide an update on the Unit 2 RVLIS when the review of the test data is complete.

Draft Emergency Operating Procedures (EOPs) have been written based on the NRC-approved Westinghouse Emergency Response Guidelines.

The EOPs are currently being reviewed by Engineering.

We anticipate that this review will be complete by August 15, 1983, and that procedure walk-through will take place during that week.

A draft technical specification to include the inadequate core cooling instrumentation has been prepared and is being re-viewed.

We anticipate that a License Change Request will be submitted to the NRC in September 1983.

Should you have any questions, please do not hesitate to contact us.
