SPECIAL REQUALIFICATION TRAINING SALEM GENERATING STATION DOCKET NOS. 50-272 AND 50-311 The purpose of this letter is to request your concurrence in a special requalification training program for Mr. John D.
Driscoll, Senior Reactor Operator License (SOP-3692),
Assistant General Manager -
Salem Operations.
In your letter of July 13, 1982, you approved the revised requalification schedule for Salem licensed personnel based on the need for an extended time frame following the strike in the spring of 1982.
Mr. Driscoll participated in the requalification training shift from August 20, 1982 to October 15, 1982. The evaluation of the training indicated deficiencies in sections J (Admin.) and F (Normal & Emergency Procedures). Mr. Driscoll was initially scheduled to complete that remedial program as well as the 1982/83 requalif ication training in a seven week period beginning March 28, 1983.
In late February 1983 Salem Unit 1 experienced a failure of the reactor trip breakers such that the reactor had to be tripped manually.
The ensuing investigation and development of a corrective action program precluded Mr. Driscoll's attendance with the scheduled shift.
As Salem Unit 2 was also in a scheduled outage at this time and short term requirements were being completed on Unit 1 prior to its startup, the con-tinued presence of the Assistant General Manager at the station was required.
Additionally, assignment of a new General Manager -
Salem Operations in mid-April called for the continued presence of the Assistant General Manager during the transition period.
As a result, Mr. Driscoll was unavailable to attend the last shift cycle of the 82/83 licensed operator requalification

Director of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission 6/8/83 Mr. Driscoll's name has been temporarily removed from the list of those licensed operators which may be assigned licensed operator's duties in the control room until the training deficiencies are resolved.
The-following plan has been developed to meet requalification training requirements for Mr. Driscoll.
He will participate in the first or second full requalification cycle for 1983/84.
This shift training will be completed prior to the end of 1983.
Mr. Driscoll then will have participated in a full re-qualification training program no more than 14 months after he has completed an eight consecutive week training program in 1982.
