Dear. Members of the Board:

The material supplied to the Appeal Board in response to its Order of March 10, 1978, included a copy of Florida Power 6 Light Company's responses to NRC Staff questions posed October 5, 1977.

Thereafter, on March 16, 1978, the Staff addressed additional questions to FPL which were answered in an attachment to a letter from FPL to the

NRC, dated April 4, 1978.

Copies of the letters of March 16 and April 4,

1978, and of their attachments are enclosed herewith.

In addition, on February 1,

1978, there was prepared a

document, entitled "Florida Public Service Commission Engineering Department Final Report on Southeast, Florida's Susceptibility to Blackouts" (In Re:

Docket No.

770489-EU (CI)

Investiga-tion of the system reliability of Florida Power G Light Company).

That document, together with its Appendices A through H, and a memorandum from the Engineering Department to the Public Service Commission's Executive Director, also dated February 1,

1978, was referred to FPL by letter dated March 8,
1978, from the Executive Director with a request for comments.

Copies of the March 8 letter and its enclosures were sent to a number of state and federal agencies, including the Nuclear Regulatory Commission.

On March 29,

1978, FPL did provide its comments in a letter from E. L. Bivans, Vice President, to the

Since the material contains discussion and details which may be of interest to the Board and the parties in connection with grid stability, I am forwarding herewith copies of the Public Service Commission's letter of March 8, 1978, together with its enclosures and of Mr. Bivans'eply of March 29, 1978.
