Nealy, Jr., Secretary to the Borough of Trainer, on the possible effect on the Trainer community from any problem at the Salem I and II nuclear plants, located in Lower Alloways, New Jersey. Attached, please find NUREG-0654/FEMA-REP-l, Rev. 1, dated November 1980.
This publication explains the Nuclear Regulatory Commission's criteria for evaluating emergency prepar-
- edness and gives the rationale and basis for planning around nuclear power plants.
With respect to Mr. Nealy's concern that Trainer Borough is only 15 air miles from the Salem Nuclear Generating Plant, two Emergency Planning Zones (EPZs) were developed in accord with the criteria of the attached document~ a 10 mile plume exposure pathway and a 50 mile ingestion exposure pathway.
Trainer Borough is located beyond the 10 mile plume exposure pathway EPZ, and con-sequently an incident at the Salem Nuclear Generating Station should present no immediate hazard to borough residents from plume exposure.
In the unlikely event of an incident with potential ingestion exposure, sufficient time exists for protective measures to be implemented for Trainer Borough.
These measures would be directed by representatives of the Commonwealth of Pennsylvania, including the Department of Agriculture and the State Bureau of Radiological Health.
These measures are based on established recommendations by the Food and Drug Adajnistration. Such measures include the identification of major exposure pathways from contaminated food and water, the determination of the extent of such contamination, and the establishment of appropriate controls and procedures.
