Dear Mr. Eisenhut:
'the purpose of this letter is to confirm a March 31, 1983 verbal cot11mitment by PSE'G to representatives of the NRC in the following areas:
P\\Jbli~ Serv~c-e Electric and Gas Company will undertake an independen~
management diagnostic of the stxucturer management systems and ataffing of ~he Nuclear Departlaent~ Manaqement Analysis Company (MAC)p a menaqement consultant with extensive experience in
~he conduct of diagnostics for nuclear utilities. has been retained to make an appraisal of nuclear activities, including the operation and support organizations.
Particular emphasis will be placed on safety and regulatory activities.
MAC will commence the evaluation on April 5, 1983.
A draft report is scheduled for completion on May 2, 1983 and a final report on May 30, 1983.
Copies of the reports will be forwarded to the Nuclear Regulatory Comm.issicm..
Following the assessment ~nd consideration of resultant findings and recollltrlendations, an action plan will be developed for impleaent.in~
improvements as appropriate.
PSB&G will establish a Nuclear oversight Committee ~o provide management with an independen~ basis for evaluating the effective-ness of Nuclear Safety.
The Char~er for the Oversight Group will include:
MEMBERSHIP:
The Committee shall include l-S members and will consist of nuclear. utility operations executives. college professors and former reCJlllators.
SUPPORT:
Suppor~ for ~he Nuclear 0Verei9ht Conaittee will be provided by per.sonnel from appropriate PSE&G orqanizations.

REPORTS:
The M\\lclear Oversight Coinmittee shall submit reports to the Vice Presiden~ - Nuclear following each quarterly meeting.
Reports shall include:
(1) en evaluation of overall manage-ment attention to nuclea~ safety, (2) progress being made towards resolving the open issues identified in the commitments made by PSE*G to the Nuclear Requl~tory CO!lmmiasion and (3) progress on action items resulting fro* Manaqement Analysis Company's ev~!ua~ion5 Copi~s of these reports will be forwarded to the Ruclear Regulatory Commission.

Pollowing a year's experience with the operation of the Nuclear oversig"ht Committee, PSE&G vill evaluate the need for its con-tinuance in liqht of implementation of the action plan developed as a part of the management evaluation.
