SUMMARY

OF THE MARCH 19, 2018, CATEGORY 2 PUBLIC MEETING ON FIRE PROBABILISTIC RISK ASSESSMENT On March 19, 2018, the U.S. Nuclear Regulatory Commission (NRC) staff held a teleconference meeting with industry stakeholders and the public to discuss outstanding fire probabilistic risk assessment (PRA) topics, including existing fire PRA frequently asked questions (FAQs), a new fire PRA FAQ, and research projects.

The NRC staff are in the process of finalizing the closure memoranda for two FAQs: Fire PRA FAQ 17-0013, High Energy Arcing Fault (HEAF) Non-Suppression Probability (NSP), and Fire PRA FAQ 16-0011, Cable Tray Ignition. In addition to the two FAQs, the NRC staff and the Nuclear Energy Institute (NEI) have finalized Fire PRA FAQ 14-0007, Transient Fire Frequency Likelihood, and the NRC staff will proceed to develop a closure memorandum for FAQ 14-0007.

Following discussion between the NRC staff and industry, the NRC staff will provide comments to the industry on:

  • Fire PRA FAQ 18-0015, More Realistic Contained Fire Duration Limits
  • Fire PRA FAQ 18-0014, The Time to Detection is Zero for Manual Non-Suppression Probability Calculations
  • Fire PRA FAQ 18-0017, Conditional Trip Probability for Modeling Operator Discretion In regards to fire PRA research, the NRC staff will be hosting a HEAF Phase II Information Sharing Workshop, from April 18-19, 2018, at NRC Headquarters (Agencywide Documents Access and Management System (ADAMS) Accession No. ML18060A385). Additionally, NEI provided a status update on its proposal regarding a refinement of the credit allowed for Very Early Warning Fire Detection Systems in NUREG-2180, Determining the Effectiveness, Limitations, and Operator Response for Very Early Warning Fire Detection Systems in Nuclear Facilities (DELORES-VEWFIRE) that would include a domestic and international fire events database review, piloting the proposed methodology, an expert elicitation, and interim and final reports. The Electric Power Research Institute is in the process of recruiting experts to serve on a panel in June 2018. NEI is also looking for an external team lead to write the technical report.

As a Category 2 meeting, the public was invited to participate in the meeting by discussing regulatory issues with the NRC staff at designated points identified on the agenda.
