NRC COMBINED INSPECTION 50-272/82-02, 50-311/82-02 SALEM GENERATING STATION UNITS NO. 1 AND 2 JANUARY 18 THRU JANUARY 21, 1982 We have reviewed the items of violation identified in the subject inspection and listed in your letter dated April 5, 1982.

The following are our responses to those items:

ITEMS OF VIOLATION Item 1 Section 5.5.1 of the Environmental Technical Specifications (ETS) requires detailed written procedures for all activi-ties involved in carrying out the ETS.

Also, Section 5.5.1 requires that procedures shall include instrument calibration.

Contrary to the above:

As of January 21, 1982, there was no instrument calibration procedure for the liquid scintillation counter which is used for effluent tritium analyses.

Item 2 Section 5.5.l of the ETS requires detailed written pro-cedures for all activities involved in carrying out the ETS.

Section 5.5.l also requires that procedures shall include sampling, measurements, and analyses.

Section 2.3.2 of the ETS requires that sampling and analysis of liquid waste shall be performed in accordance with Table 2.3-1 to demon-strate compliance with Section 2.3.1 of the ETS.

Table 2.3-1 requires Sr-89 and Sr-90 analyses of quarterly com-posite samples and a gross alpha analysis of a monthly composite sample.

Mr. George 5/4/82 Contrary to the above:

As of January 21, 1982, Procedure PD-3.5.036, "Compositing of Liquid Samples", is inadequate in that it has no provision for adding a preservative to the composite sample in order to prevent sorption of SR-89, Sr-90 and alpha emitting nuclides onto the walls of the composite sample container.

Therefore, when an analysis of the composite liquid is per-formed, recovery of all the radioactivity initially in the sample cannot be ensured and compliance with the ETS cannot be demonstrated.

Reply to Item 1 The calibration procedure for the liquid scintillation counter was part of a previous procedure.

When the pro-cedure was rewritten, the calibration section was omitted.

Calibration checks on the liquid scintillation counter con-tinued to be conducted according to the old procedure.

A new procedure "Determination of Tritium by Liquid Scintil-lation" which describes the analytical method used to quantify tritium, and the calibration procedure for the liquid scintillation counter, has been completed and implemented.

Reply to Item 2 During a previous rewriting of the procedure "Compositing of Liquid Samples", the provision for adding a preservative to the composite sample was omitted.

The procedure will be re-written again to include the preservative requirement.

It will be completed and implemented by May 30, 1982.

In order to prevent the reoccurrence of incidents of a similar nature, all laboratory analysis procedures were reviewed for discrepancies.

To date, none remain.
