The Nuclear Regulatory Commfss*ion (the Commission) has found that:
A. Th~ application for amendment By PuBlic Service Electric and Gas Company, Philadelphia Electric Company, Delmarva Power and Light Company and Atlantic City Electric Company (the licensees) dated FeBruary 8, 1982 complies with the standards and require-ments of the Atomic Energy Act of.1954, as amended (the Act) and the Commission's rules and regulations set forth in 10 CFR Chapter I; B. The facility ;11ill operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C. There is reasonable assurance li} that the activtties authorized by this amendment can 0e conducted without endangering the health and safety of the pU5lic, and (ii} that such activities will be conducted in compliance with the Commission 1s regulations; D. The issuance of this amendment will not be inimical to the common defense and security or to the heal th and safety of tli.e public; and E. The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements nave Been satisfied.

Accordingly, the 1icense is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C.(2) of Facility Operating License No. DPR-75 is hereby amended to read as follows:

This deviation will not affect the xenon redistribution sufficiently to change the er.velope cf peaking factors which may be reached on a subsequent return to R~TED THER~AL PO~ER (with the AFD within the target band) provided the time duration cf the deviation is limited.

For THERMAL POWER levels i:et... eeil 15~ and 50% of rated THER!*~AL PO\\o.'ER, deviations of the AFD 01.itside of the target band are less significant.
The penalty of Z hours attual time reflects this reduced significance.
Provisions for monitoring the AFD are derived from the plant nuclear instrumentation system through the AFD Monitor Alarm.
A control room recorder continuously displays the auctioneered high flux difference and the target band limits as a function of power level.
A first alarm is received any time the auctioneered high flux difference exceeds the target band limits.
A second alarm is received if the AFD exceeds its allowable limits fer a cumulative time of one hour during any 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> time period starting with the occurrence of the first alarm.
Time outside the target band is gra~hically presented on the strip chart.
