Will the 36" Containment Purge Valves be kept shut during the operating modes 1, 2, 3, 4?
Reply:
Yes
- 2.
The 10" Containment Pressure-Vacuum Relief Valves have a 60° stop in the open direction.
Is this change permanent?
Reply:
Yes
- 3.
(a) What actuator was mounted on the 10" valve during the seismic test?
(b) Why was the resonance search terminated at 25 Hz and not 33 Hz?
Reply:
(a) Test valves were equipped with an actuator similar to the the actual valves; i.e., Bettis Actua-tor Model No. 522C-SR100.
(b) The testing specifica-tion for the valves was mutually agreed upon between PSE&G Co. and the manufacturer.
When the test was conducted in (1975), the testing criteria agreed upon was a resonance search up to only 25 Hz.
Based on research data for the plant, a resonance search up to 25 Hz is acceptable for the location of these valves (El. 123 on the containment wall).

How does the manufacturer define the torque load?
When will the torque loads for an installation differ?
Reply:
The torque coefficient at the 60° open posi-tion for a 10" 32000 series valve is 76.2 in/lbs. per psi tending to close the vane.
Although this value is a combination of dynamic forces and friction, at 60° open it is mostly dynamic forces.
Dynamic torque tests on Butterfly valves are performed with the same installation configuration as would be used to calcu-late capacity.
An important feature of this installa-tion is to allow enough straight length of pipe in front of the valve to develop a fully turbulent pres-sure profile.
An elbow immediately upstream of a butterfly valve will skew the turbulent pressure pro-file so that there is an increase in pressure along the outer wall of the elbow and a decrease in pressure along the inner wall.
4a.
What does the piping configuration of each valve look like?
Reply:
The piping configuration of the valves can be seen on Attachment No. 1.
On pressure relief, the valve outside the containment (2VC5) has a 90° elbow in front of the valve.
On vacuum relief, the valve inside the containment (2VC6) has a 90° elbow in front of the valve.

Is the design of the vane in the flow direction of the valve symmetrical?
Reply:
Yes 4c.
How does the vane rotate on the shaft with respect to the flow?
Reply:
The valve/vane orientations with respect to the elbow for each pressure -
vacuum relief valve is different.
Valve 2VC5 has an orientation similar to Figure 1 on Attachment 2.
The pressure profile is skewed so as to increase pressure on the bottom of the vane, thus creating more dynamic force tending to close the valve.
Valve 2VC6 has an orientation similar to Figure 4 on.
The skewing effect on the pressure profile of the elbow is balanced on both sides of the vane.
It is believed that this will have little noticeable effect on the dynamic coefficient.

Is a test report available from the manufacturer for data coefficients on their Butterfly valves?
Reply:
Yes, see Attachement 4.
6 (a) What is the distance between the Containment Pressure Vacuum-Relief Valves?
(b) If the first valve inside the containment fails open, what is the dynamic effect on the second valve?
Reply:
(a) The distance between the elbows at the valves is eight feet.
(b) The mathematical analysis performed on the 10" 32000 series Butterfly valves was independant of mounting location.
The criteria for the analysis was the effect a 47 psi pressure differential would have on the valve.
Therefore, there is no dynamic effect on the second valve.
- 7.
What is the effect of including the seismic loading with the dynamic loading on the failure analysis?
The original seismic testing performed on these valves (Attachment 5) included an operational requirement before, during, and after a seismic event.
Vibration testing was performed with the valve in the open and closed position.
As shown by the original failure analysis (Attachment 6), the critical loading is the shear pins in the seated position.
The seismic test duplicated closed valve operation with the exception
- of the 47 psi pressure differential across the vane.
This pressure differential does not increase the loading on the shear pins.
- 8.
What is the effect on the failure analysis of combining loading by the actuator and differential pressure?
Reply:
An updated analysis is attached (Attach-ment 7).
A conservative approach of using direct addition of both stresses was adopted.
Combined loading increased the stress on the shaft by approximately 11%.
An adequate margin of safety of 0.95 is still realized.
Shear loading on the pins is not increased over pre-vious analysis (Attachment 6, Page 2.3).
- 9.
What is the effect on the shaft caused by the torque loading at the shear pins?
Reply:
The design criteria for a pin joint is for the minimum strength element to be the shear pin.
A shaft failure would require a complete tear-out of a double circular section on either side of the pin.
Such a failure before the shear pin highly unlikely.
Attach-ment 8 is an analysis for tear-out conditions showing the margin of safety to be large.
