We have reviewed the report of your inspection conducted by Mr.

L. Norrholm during the period September 15 to October 19, 1981.

Our response to the violation described in Appendix A is as follows:

Item of Violation 10 CFR 20.203(d) states in part:

"Airborne radioactivity area" means (i) any room, enclosure, or operating area in which air-borne radioactive materials composed wholly or partly of licensed material, exist in concentrations in excess of the amounts specified in Appedix B, Table 1, Column l... Each airborne radio-activity area shall be conspicuously posted with a sign or signs bearing the radiation caution symbol and the words:

Caution (or "Danger")

AIRBORNE RADIOACTIVITY AREA 10 CFR 20, Appendix B, Table 1 lists in part, XE 133... 1 E-5 uCi/ml.

Contrary to the above, approximately 11:00 a.m. on October 2, 1981, the Xe 133 concentration in Unit 1 containment exceeded the limit in 10 CFR 20, Appendix B, Table 1.

The containment air sample, No. 14756-81, obtained with a 100 cc Johnson Bomb at approximately 1:26 a.m. on October 2, 1981, indicated Xe 133 (5.29 day half-life)

1 and 2 Salem Generating Station concentration was 1.42 E-3 uCi/cc.

No sign indicating airborne radioactivity was posted in the vicinity of the containment.

Reply to the Item of Violation The area was immediately posted as an AIRBORNE RADIOACTIVITY AREA.

A caution note has been inserted into Radiation Protection Instrution 1.010, pertaining to noble gas concentrations, which states:

"Posting requirements for noble gases are the same as those for particulate airborne radioactivity".

All Radiation Protection Department personnel will be provided additional instructions on the requirements of the cited regulation and the procedure to be followed by January 1, 1982.

We feel that these corrective actions which have been or will be completed in the near future will effectively preclude the recurrence of this violation, therefore,* no further action on this item is necessary.
