u. s. Nuclear Regulatory Commission 7920 Norfolk Avenue Bethesda, Maryland 20014 Attention:

Mr. Steven A. Varga, Chief Operating Reactors Branch 1 Division of Licensing Gentlemen:

Mr. Frank J. Miraglia, Chief Licensing Branch 3 Division of Licensing FIRE PRarECTION PROGRAM NO. 1 AND 2 UNITS SALEM NUCLEAR GENERATING STATION DOCKET NOS. 50-272 AND 50-311 August 4, 1981 Our letter of March 19, 1981 requested certain exemptions from Section III.G of Appendix R to 10 CFR 50.

Specifically, Exemption 3 was related to fire protection features in the motor driven auxiliary feed pump room as an alternative to those required by Appendix R where sufficient separation of redundant equipment/cables does not exist.

Since that time, additional modifications have been made which we believe meet Appendix R requirements in this room.

The steam driven auxiliary feed pump, which is redundant to the two motor driven pumps, is located in a different fire area.

Although cabling for the steam driven pump is routed through the motor driven pump room, that cabling has now been protected with a minimum one hour fire barrier.

We believe that this minimum one hour fire barrier, in conjunction with the redundant automatic sprinkler systems now installed in the motor driven pump room, meets the requirements of Appendix R.

On this basis, we hereby withdraw our request for Exemption 3, as described in our March 19, 1981 letter.

  • 8-4-81 Exemption 2 of our March 19, 1981 letter was related to certain areas in the plant utilizing one hour fire barriers and either manually actuated suppression systems or no suppression systemso This exemption request was discussed at a meeting on July 23, 1981 with members of your staff.

At that meeting, we agreed to provide our schedule for submittal of additional information related to this request for exemption.

PSE&G will prepare separate justifications for each specific area within the plant for which this exemption has been requested.

An example of such justification for a typical area will be provided for your review in early September.

A functional analysis of the marinite fire barriers in the affected areas will be performed, as well as additional fire testing of cable with fire wrapping material. It is antici-pated that the fire barrier functional analysis will be completed by October 1, 1981 and the fire testing by November 1, 1981.

A final report covering the cable testing and barrier analysis and providing additional justification for each specific area will be submitted by December 15, 19810 Very truly yours, CC Mr. Leif Norrholm Senior Resident Inspector
