EMERGENCY PROCEDURES AND TRAINING FOR STATION BLACK-OUT EVENTS NO. 1 AND 2 UNITS SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-272 and 50-311 As requested by your *letter of July 13, 1981, we have re-viewed the status of our response to Generic Letter 81-04, and we can offer the following information:

Development of a procedure to address the requirements of Generic Letter 81-04 is currently being pursued by the Westinghouse Owners Group. This activity is expected to lead to completion of a guideline by September 1, 1981.

This guideline will subsequently be evaluated by the Owners Group and converted into a specific plan procedure in accord-

. ance with the implementaion schedule of NUREG-0737, Item l.C.l.

The specific items of information requested in the Generic Letter (paragraphs a thru g) cannot be fully addressed until the Owners Group procedure development is concluded. The existing design and training provisions at Salem were de-veloped to address the loss of off-site a.c. power and not a total loss of a.c. power. We currently see no credible mechanisms which would result in a total loss of off-site and on-site a.c. power, since the diesel generator system is activated by a "de-based" control power system, which sup-plies the necessary 115V a.c. vital buses.

  • 8-3-81 Additional training for maintaining natural circulation con-ditions without a.c. power was accomplished during the startup testing of Unit No. 2. The startup tests indicated that the plant can be maintained in a safe condition for a limited time during the total loss of a.c. power. We be-lieve that our training program can efficiently address any new procedural requirements as they are developed.

Any available information on items which are not impacted by the Owners Group efforts will be supplied to you by September 1, 1981.
