Systematic Assessment of Licensee Performance (SALP)
SUM~RY OF MEETING WITH PSE&G ON JUNE 18, 1981 On Octof>er 20, 1980, the Region I Systematic Appraisal of Licensee Perfonnance lSALPl Board meeting was held to assess the performance of Salem Units 1 and 2 during the period September 1, 1979 to August 31, 1980. The results of this evaluation were discussed with the licensee in a meeting held on October 23, 1980 and are documented in NRC Inspection Reports 50-272/80-26 and 50-311/80-19.
At the time of that meeting, NRC Region I indicated that another Board meeting would be held to evaluate perfonnance over the ensuing six month period.
On April 6, 1981, the Board reconvened to consider the licensee's perfonnance for the six month period September 1, 1980 to February 28, 1981. Subsequently, the licensee requested that this meeting be held to discuss Board conclusions relative to performance during the mos-t recent period evaluated. The meeting was held on June 18, 1981 in the Region I Offices. A list of attendees is included as Appendix A to this suminary.
Regional personnel provided infonnation relative to the current status of the SALP program, status of Regional actions responsive to items in the previous SALP evaluation, and provided further detail to explain the conclusions drawn in the current evaluation. In eighteen functional areas evaluated, the licensee was found above average in one (maintenancel and below average in four (_fire protection, desi9n changes and modifications, radiation protection, and security and safeguards}.
In addition, overall facility management was evaluated as below average. A number of examples, drawn from inspection h.istory and 1 icensee reports were provided to support the conclusions drawn.
The licensee acknowledged the infonnation provided and offered a number of initiatives undertaken to correct the apparent problems, including organiza-tional changes in the Production Department and a number of task force studies aimed at resolving deficiencies identified in overall management of the licensed program.
At the conclusion of the meeting, the licensee had a clear outline of the deficiencies perceived by the SALP, and Regional personnel had an under-standing of the programs initiated by the licensee to seek improvement and correction.
