LICENSE CHANGE REQUEST 81-14 FACILITY OPERATING LICENSE DPR-75 NO. 2 UNIT SALEM NUCLEAR GENERATING STATION In accordance with the Atanic Energy Act of 1954; as amended, and the regulations thereunder; PSE&G hereby requests amendment of Facility Operating License DPR-75 for the Salem Nuclear Generating Station; Unit No. 2.
Paragraph 2.c(lO) of Facility Operating License DPR-75 requires canple-tion of certain activities related to Fire Protection by specified dates.
During the performance of the review; engineering verification and cable wrapping required in paragraphs 2.c(l0)(d)(l2); 2.c(lO}(f} and 2.c(lO)(h);
it has been determined that we may be unable to meet the canpletion dates specified.
The review time has been lengthened due to consideration of new criteria identified as a result of the staff's recent site review (reference SSER No. 6).
We have undertaken a canplete review of the fire protection analysis for the purpose of providing a clear; concise report for your review.
This effort involves preparation of approximately 190 new drawings for the report, which covers both Salem 1 and 2. Additionally; the review time has been sanewhat lengthened as a result of limited J
plant access during field checks due to operation of the Salem units. I \\ "

U.S. Nuclear Regulatory Corrrrnission 7/10/81 While we are making every effort to meet the completion dates specified in paragraphs 2.c(l0)(d)(l2) and 2.c(lO)(f)~ VJe request that these dates be extended as a contingency to provide for.any additional cor-rective actions that could develop during the final stages of our review.
Such corrective actions could impact the cable wrap completion date specified in paragraph 2.c(lO)(h). Specifically, it is requested that the subject paragraphs of Facility Operating License DPR-75 be amended as follows:

PSE&G shall review its Fire Interaction analysis for any additional areas impacted by the assumptions and criteria identified in the NRC review team's report as being inconsistently applied or with which the team did not concur.
PSE&G shall report the results of this review to the NRC by July 31, 19811 and complete all additional corrective actions by August 15, 1981.
By July 31, 1981, PSE&G shall complete final engineering verification of the fire protection analysis and corrective actions.
Prior to August 15~ 1981, PSE&G shall complete all required cable wrapping.
An extension of the completion dates specified herein causes no undue risk to the health and safety of the public~ in that the review and verification activities involved are confi:rmatory in nature, and any additional corrective actions resulting from these activities would serve to further enhance Salem fire protection capabilities.
This request is administrative in nature and has no safety or environ-mental significance, and is therefore dete:rmined to be a Class II amendment as defined in 10 CFR 170.22e A check in the amount of
$1,200.00 is enclosed.
This submittal consists of three (3) signed originals and forty (40) copies.
