REQUEST FOR AMENDMENT FACILITY OPERATING LICENSE DPR-70 UNIT NO. 1 SALEM GENERATING STATION DOCKET NO.
50-272 Ref. LCR 81-09 In accordance with the Atomic Energy Act of 1954, as amended and the regulations thereunder, we hereby transmit copies of our request for amendment of the Facility Operating License DPR-70 for Salem Generating Station, Unit No. 1.
This request consists of proposed changes to the Safety Technical Specifications (Appendix A) involving sections pertaining to the Emergency Safety Features Actuation Instrumentation System, Con-tainment High Pressure Setpoint.
The changes are in response to NUREG-0737,Section II.E.4.2, Position 5.
This change involves a single safety issue and is deemed not to involve a significant safety hazards consideration.
Therefore, it is determined to be a Class III amendment as defined by 10 CFR 170.22 and a check for the amount of $4,000 is enclosed.
This submittal includes three (3) signed originals and forty (40) copies.

PROPOSED CHANGE SALEM UNIT NO. 1 ESF ACTUATION SYSTEM INSTRUMENTATION HIGH CONTAINMENT PRESSURE SETPOINT TECHNICAL SPECIFICATIONS DESCRIPTION OF CHANGE LCR 81-09 Salem Unit No. 1 Technical Specifications Table 3.3-4,ESF Actuation System Instrumentation Trip Setpoints, Containment Pressure--High TRIP SETPOINT should be changed to ~4.0 psig and its ALLOWABLE VALUE changed to ~4.5 psig.
REASON FOR CHANGE This change is required to comply with NUREG 0737 requirement II E.4.2, Containment Isolation Dependability, Position (5) and Clarification (6), copies of which are attached.
SAFETY EVALUATION This change makes Unit No.l Tech. Specs. agree with the correspond-ing Specification for Unit No.2, provides a more conservative set-point for the initiation of Safety Injection and Containment Isola-tion (Phase A) and thereby increases the margin of safety for a postulated accident. Based on the above and on the conditions of 10 CFR 50.59, there is no unreviewed safety question involved with this change.
