20555 Attention:
Mr~ Frank Miraglia, Chief Licensing Branch 3 Division of Licensing Gentlemen:
REQUEST FOR AMENDMENT.
FACILITY LICENSE DPR:::::;75 UNIT NO. 2 SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 In accordance with the Atomic Energy Act of 1954, as amended and the regulations thereunder, Public Service Electric and Gas hereby transmits License Change Request 81-04 for amendment of Facility License DPR-75 for the Salem Nuclear Generating Station, Unit No. 2.
On April 18, 1980, the NRC issued a one year fuel loading and low power license for Salem Unit 2.
At:the time, it was contemplated by both the NRC Staff and the Licensee that testing required by the license would be complete and regulatory requirements necessary for the issuance of a full power, full term license would have been met prior to the expiration of the initial license.
As you are aware, the Licensee has satisfied all requirements necessary for the issuance of a full power license except in one area, fulfill-ment of NRC requirements regarding emergency planning.
It appears now that this single matter may not be completed prior to the original expiration date of the present license.
