PROPOSED TECHNICAL SPECIFICATIONS HYDRAULIC SNUBBERS NO. 2 UNIT SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-311 The NRC's proposed full power technical specifications for Salem 2 concerning hydraulic snubbers allows for exemptions from functional testing for individual hydraulic snubbers that are "especially difficult to remove" or in "high radia-tion zones during shutdown" if a justifiable basis for exemption is presented and/or snubber life destructive test-ing has been performed to qualify snubber operability for all design conditions.

PSE&G therefore requests that the steam generator hydraulic snubbers identified in Table 3.7-4a of the proposed techni-cal specifications be exempted from such functional testing on the basis of extensive qualification testing performed during snubber fabrication.

The qualification testing docu-mentation for each snubber is available for review in sup-port of this request.
