There are still several outstanding issues which must be resolved prior to issuance of a full power license for Salem 2..The status of each of each Qf these issues is discussed below.

The issues are discussed in order of increasing significance;

- A.

FIRE PROTECTION J *

. The local fire department voted.on* November 5, 1980 to not respond to onsite fires.

The PNO that was issued.by OIE on this event (PNO-I-80-161) stated that the reasons given by the fire company for this action were that training and identificatiqn. of-hazards had been inadequate. - NRR is issuing a letter cisking-PSE&G to" identify the impact of this event *on the Salem fire protection program and their etnergency planning effort. OIE recent 1 y inspected the Sal em fire ;,protection program and i dent i fi ed two i terns of noncornp 1 i an<;:e:

Failure to train orsite fire brigade The second item resulted not from an inadequate number of trained personnel, but from PSE&G's designation of l)ntrained personnel as fire brigade members.

There has been fairlj active press interesi in the local fire departm~nt's allegations. -

The staff has determined that Salem 2 is in compli.ance with GOC 51 Cton-tainment pressure boundary fractute toughness) with one exception :,-,main

j feedwater piping.

The licensee',s response to I&E Bulletin 80_-ll (Masonry Wall Design) dated July 2, 1980 stated that the masonry walls are! heavily reinforced in both directions and. are not used to support seismic category I piping.

On November 7, 1980, the licensee verbally notified the resident inspector (Leif Norrho l m) that there are some wa 11 s with no hori zonta 1 reinforcement and that safety-related control air piping is supported by masonry walls.

There are three walls in question:* one wall between the two units and one wall in each of the units which is a 001,mdary of the.control room.

The 1 icensee* has submitted an LER for Unit 1, but has *not yet notified the NRC that the situation i$ i_dentical* for Unit 2.

The staff is developing a request for information that wi 11 all ow us to assess the impact of this issue* on the Salem 2 licensing process.

EQUIPMENT QUALIFICATION As a result of a staff audit of the Salem 2 equipment qualification study, the staff has requested that Salem 2 re-evaluate the test reports that were used as the basis for the licensee's 'study.

The revised study is.

expected to be submitted December 5, 1980.

The staff pl a*ns to conduct another audit after receipt of the licensee's submittal.

EMERGENCY PLANkING

1) Site Plan The staff n6tified Salem.in September 1980 that the Salem site plan was acceptable pending satisfactory resolution of 14 deficiencies.
  • PSE&G subsequently re so 1 ved five of these deficiencies.. Of the
  • remaining deficiencies, most are expected to be resolved by early to
  • mid-December 1980.

The staff is work'ing clos.ely with PSE&G in this area.

2). State and Local Plans Delaware held a 11table-top,u exercise on November 7, 1980.

New ;J.ersey.*s 11table-top 11 exercise is expected to take place November 17; 19$0., Jhe.

NJ exercise was delayed because of unavailability of emerg~nc:Y pe{sonnel due to higher priority work (e... g., monitoring of chemical spil1$l...

In.addition to the above-mentioned issues, there are two additional areas which are relevant to the Salem 2 licensfog process.

These are discussed below.

A.

SALP The results* of the regional SALP review indicated that of 19 functional

  • areas.evaluated, increased ins_pection frequency was required in eight*

areas.

Four of the eight A)reas i-;ere rated as unsatisfactory: reactor operations, reporting, securitY1 and IT)anagement controls~ NRR is working -

--the Commission i-ncludes the results of SALP in their consideration of the iss~ance of the Salem 2 license.
