EMERGENCY PLAN SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 On July 17, 1980 in response to your letter of March 28, 1980, the Full Power Operating License requirement (Action Plan Item III.A.1.1) and the proposed 10CFR 50, Appendix E, we submitted 10 copies of our Salem Emergency Plan. On September 4, 1980 in response to questions from members of your staff we submitted 10 copies of our revised Salem Emergency Plan.

In response to additional questions from members of your staff and to fulfill commitments made in our submittal of September 4, 1980 we hereby submit 10 copies of the revisions to our Salem Generating Station Emergency Plan.

Dear Mr. Schneider:

To provide for prompt notification of the public, Salem County understandsthat the Senior Shift Supervisor, or the Emergency Duty Officer or the Recovery Manager at Salem Generating Station will contact this County directly should a General Emergency be declared at Salem Generating Station. This is in compliance with the requirements of the Nuclear Regulatory Corrunission in NUREG 0654/Federal Emergency Management Agency REP-1 (Draft January, 1980).

The Salem County Fire & Disaster Dispatcher should be notified and will be responsible for the immediate notification of the Salem County Emergency Management Coordinator who has the authority and the responsibility t~

initiate prompt notification of the public in Salem County. Salem County Emergency Management Deputy Coordinator will act as the alternate to the Salem County Emergency Management Coordinator and will have the authority and responsibility to initiate prompt notification of the public should the Salem County Emergency Management Coordinator not be available.

Two telephone numbers are provided for the county dispatcher; is a listed number and is his home number.

Salem County will participate in the implementation of the Emergency Plan for Salem Generating Station and will agree to:

1. Operate the Salem County Emergency Operations Center;
2. coordinate the overall emergency response of all county departments and organizations;
3. designate State Radiological Assessment Officer to serve as the point-of-contact for Salem County with state and federal agencies; SNGS UPDATED UNITS 1 &2 0 CT 2 1 1980

4. implement prompt notification of the public based on information supplied by Public Service Electric and Gas Company or when so directed by the State;
5. Coordinate emergency response training which will be provided by Public Service Electric and Gas Company and the state for county personnel; and
6. verify the notification of a General Emergency from Public Service Electric and Gas Company, initiate tRe notification of county officials, and notify the Sheriff and assisting agency departments to evacuate the public from affected areas.

Salem County will cooperate with Public Service Electric and Gas Company and state and federal agencies to provide for the safety and well-being of its citizens.
