Dear Mr. Varga:

September 30, 1980 QUALITY ASSURANCE REQUIREMENTS REGARDING DIESEL FUEL OIL AT SALEM GENERATING STATION In response to your letter dated August 26, 1980, we are revising our diesel fuel oil program as follows:

A.

Diesel fuel oil used at Salem shall be classified as safety related and included in the quality assurance program for Salem.

B.

Measures have been taken to comply with the intent of Section C.2.b in Regulatory Guide 1.137 as applied to the fuel oll system installed and operating at Salem.

All fuel oil arriving at Salem is first introduced into a 20,000 bbl. Fuel Oil Storage Tank which is used to supply fuel oil to such systems as the Gas Turbine Unit and Heater Boilers, as well as, the Emergency Diesel Generators.

From the 20,000 bbl. Fuel Oil Storage Tank the fuel oil is transferred as needed to a separate fueling system for the Diesel Generators.

In this system four 30,000 gal. Diesel Fuel Oil Storage Tanks (two for each unit) hold. the oil until transfer to six 550 gal.

Diesel Fuel Oil Day Tanks (three for each unit).

The Day Tanks supply fuel oil directly to their respective Emergency Diesel Generators.

Existing procedures for the fuel oil system described above will be modified as necessary to assure the following actions are included:

A fuel oil sample shall be taken from each truck delivering fuel oil to Salem whenever possible.

All newly received fuel oil will be pumped into the 20,000 barrel Fuel Oil Storage Tank.

Fuel Oil in this tank will be sampled at least once every 30 days*.

3.

A small percentage of the fuel oil in the 20,000 barrel tank will be introduced irito the diesel fuel oil storage system as necessary.

.wiii be added infrequently to the four 30,000 gallon Diesel Fuel Oil Storage Tanks (two for each unit) as

. necessary to maintain the.minimum level above the 20,000 gallon limit in each Diesel Fuel Oil Storage Tank as specified by the Salem Technical Specifications.

Fuel oil in the four 30,000 gallon Diesel Fuel Oil Storage Tanks is sampled every 92 days as required by the Salem Technical Specifications.

All fuel oii samples taken in actions 1-4 above shall be sent to an independent laboratory within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> of-the time the sample was taken.

The analysis

-performed by the laboratory will be. consistent with Regulatory Guide 1~137 and the analysis report will be submitted to the Salem Station within 30 days of receipt of the sample at the laboratory.

All fuel oil deliveries, sampies taken and related analysis ~eports will be logged at the station.

If reports indicate that fuel oil quality is not within acceptable limits, station management will take appropriate action to restore it to within acceptable limits.

Thls action will be described in a written station procedure.

7.

Actions 1-6 above will be *subject to verification during routine surveillances arid audits conducted by our QA personnel of the fuel oil program and procedures.*

All actions listed in A. and B. above shall be implemented by December 1, 1980.

We are confident* that our current procedures for sampling fuel oil with the modifications described in this letter, will provide the quality assurance described in Re~ulatory Guide 1.137.
