Dear Mr. Grier:

NRC IE BULLETIN NO. 80-15 August 29, 1980 POSSIBLE LOSS OF EMERGENCY NOTIFICATION SYSTEM (ENS) WITH LOSS OF OFFSITE POWER UNITS NO. l AND 2 SALEM GENE~TxNG=£~ATION DOCKET NOS. 50-272 AND 50-311 The power connection for the Emergency Notification System (ENS) at Salem Generating Station was inspected by PSE&G in the pres-ence of Mr. Henry Nelson from New Jersey Bell Telephone Company.

This inspection revealed that the ENS was not connected to an uninterruptible power source.

Further investigation revealed a Design Change Request had been issued to install power lines for uninterruptible power to the ENS.

All work had been completed to make this connection except plugging the ENS into~the uninterruptible power source.

The ENS has been plugged into the uninterruptible power source to complete the power connection.

Currently, in the event of a loss of offsite power, the ENS will remain fully operable from Salem Generating Station to the NRC Operations Center because the ENS has an uninterruptible power source.

A lighting inverter is the ENS power source.

It receives primary power from a 125 VDC bus and emergency power from a 230 V vital bus.

The 230 V vital bus is backed up by emergency diesel generators.

If the normal power to the lighting inverter is lost,

  • internal circuitry will turn on the emergency power source.

The Emergency Plan Implementation Procedures (EP I-11, Rev. 12) contain specific instructions to notify the NRC Operations Center by commercial telephone or relayed message within one
