Public Service Electric and Gas Company 80 Park Place Newark, N.J. 07101 Phone 201/430-7000 September 23, 1980 Director of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C.

20555 Attention:

Mr. Frank J. Miraglia, Chief Licensing Branch 3 Division of Licensing Gentlemen:

AUXILIARY FEEDWATER SYSTEM NOS. 1 AND 2 UNITS SALEM NUCLEAR GENERATING STATION DOCKET NO. 50-272 AND 50-311 PSE&G's letter of July 1, 1980 indicated that, in order to provide assurance that inadvertent failure (or closure) of the suction valve from the Auxiliary Feedwater Storage Tank (AFl) will not result in a degraded condition of the Auxiliary Feedwater System, the internals of the valve would be removed.

This modification was discussed with, and approved by, the NRC staff and would provide conformance with recommendation GL-2 of NUREG-0611.

This letter documents an alternate proposal, described below, which has been discussed with, and approved by the NRC staff.

Valve AFl is installed in an inverted position.

The valve will be radiographed to ensure an open flow path.

The yoke bushing and stem will be drilled and pinned in the open position and the handwheel will be removed.

The valve stem will be left intact to provide visual evidence that the valve is open.

We believe that this alternate modification also provides adequate conformance with recommendation GL-2 of NUREG-0611.
