Public Service Electric and Gas Company 80 Park Place Newark, N.J. 07101 Phone 201 /430-7000 Mr. Darrell G. Eisenhut, Director Division of Licensing Off ice of Nuclear Reactor Regulation U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Eisenhut:

REVISED TECHNICAL SPECIFICATIONS SALEM GENERATING STATION UNIT NOS. 1 AND 2 DOCKET NOS. 50-272 AND 50-311 September 9, 1980 Your letter dated July 2, 1980, requests that the Salem Techni-cal Specifications be amended to ensure operation within the limits determined to be acceptable following the implementation of the TMI-1 Lessons Learned Category "A" items.

The requested amendments to the Unit 1 Technical Specifications are substantial-ly those which are presently under review by Division of Licens-ing, Licensing Branch #3 and will be issued with the Salem 2 Operating License.

It is our intention to propose amendment to the Unit 1 Technical Specifications to bring them in line with those of Unit 2 after their issuance with the Full Power Operating License.

Since it is anticipated that the Salem 2 Technical Specifications review and final issuance will be completed in a short time, there would be no compromise of the level of protection of the public health and safety if there were a moderate delay in the issuance of the updated Salem 1 Technical Specifications.

In addition, the burden of duplicative review placed on your staff will be mitigated.

PSE&G, therefore, reque~ts that response to your July 2, 1980 letter be delayed until 90 days after the formal issuance of the Salem 2 Technical Specifications.

PSE&G will stipulate that these Techni--

cal Specifications will conform, where possible, to those for Salem 2 with variations only as mandated by equipment differences.

1879 1979 Very truly yours,

~
